These positions are located in the Northern Region, Region 1, Custer Gallatin National Forest and Beaverhead-Deerlodge National Forest, with duty locations of Bozeman, MT, Billings, MT, and Dillion, MT. Incumbent is responsible for direction of intensive multiple-use practices and coordination activities applied in all aspects of range vegetation and ecosystem management. Duties

Provide technical and professional leadership in coordination of range programs with sound principles of multiple-use management. Analyze possible conflicts to make recommendations for solution of problems based on a thorough and complete understanding of the many ramifications of multiple resource management. Serve as the Unit authority in management of the range resource on the total Unit area. Give expert advice on the effect of proposed policies, plans, and programs relating to rangeland activities. Oversee the management of the Unit range permit system, ensuring policies, laws and regulations are complied with. Represent and speak for the Unit Manager on matters concerning all facets of range management in discussions with grazing permittees, at public meetings, and with professional societies and other organizations. Participate in the development of policy, plans, programs, standards, and long-range goals and objectives needed for the conduct of assigned responsibilities relating to rangeland management.

Qualifications

Basic Requirement for Rangeland Management Series 0454: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies - At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR Combination of education and experience - at least 42 semester hours of course work in the combination of range management; plant, animal, and soil sciences; and natural resources management shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: You must have one year specialized experience equivalent to the GS-11 grade level in the Federal service. To qualify, you must meet TWO of the following examples of specialized experience: 1) Preparing long and short-range plans based on rangeland resource needs/health/capability, available work force, equipment and budget, and public demands for rangeland resource uses; 2) advising landowners and land lessees on principles of rangeland management and the laws, regulations, and policies governing management of range resources; 3) conducting inventories and annual monitoring of rangeland resource and activities to document degree of impacts occurring, plant community changes and trend of ecological status or diversity that results; 4) preparing and reviewing ecological assessments for inclusion in the environmental documentation record as a basis for rangeland project decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
