These positions are located in the Eastern Montana/Dakotas District, South Dakota Field Office and Billings Field Office; Western Montana District Office located in Butte, Montana; and North Central Montana District. We expect to fill 7 vacancies at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Serves as a rangeland resource consultant and advisor to the Field and/or District management team, land users, and interested publics. Plans, manages, produces, and implements allotment evaluations as the principle author/editor of allotment evaluations, technical recommendations, and multiple-use decisions. Reviews range permit applications to ensure compliance with appropriate Federal law and to ensure that impacts to the range and grassland ecosystem are properly mitigated. Develops, maintains, and revises planning documents for the range program in accordance with established Bureau planning schedules, coordinating with other district and field office resource specialists as needed/required. Plans and designs range improvements and vegetation treatments that meet program goals and multiple-use constraints and objects, implementing said plans to meet land use plan objectives for complex ecosystems. Performs a wide range of professional and administrative duties associated with BLM's rangeland management program, to include use authorizations, detecting and resolving unauthorized use, and range improvement planning. Billings Field Office position only: One of the two positions in the Billings Field Office will focus primarily on the Pryor Mountain Wild Horse Range.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. Please be sure to include this information in your resume. A: Degree in range management, or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management: At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences: At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies: At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. -OR- B: A combination of education and experience which included at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades .In addition to meeting the basic entry requirement, applicants must have appropriate experience or additional education. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. Please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. Specialized Experience for the GS-07 Range Management Specialist: you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: assisting in the design of technical rangeland surveys; performing work on rangeland constructions projects; identifying and documenting public land mitigation measures; providing basic input to environmental assessments and protective stipulations for rangeland ecosystems; OR one year of graduate education in range management or a directly related field; OR Superior Academic Achievement (see OPM's General Policies, Application of Qualification Standards Section 4.f.) gained in a curriculum that is qualifying for the position to be filled; OR an equivalent combination of the type and level of experience and education described above. Specialized Experience for the GS-09 Range Management Specialist: you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: assisting in preparing, evaluating, and conducting biological analyses of public rangeland projects; monitoring and surveying livestock or wild animal grazing; assisting in determining solutions for disease control and other problems with grassland plant species; OR two years of graduate education leading to a Master's or equivalent graduate degree in range management or a directly related field; OR an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year may be combined with experience. Specialized Experience for the GS-11 Range Management Specialist: you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing range permit applications to ensure compliance with appropriate law; developing and implementing allotment management in accordance with land use plans; evaluating and reporting any changes to the status of range or grassland; OR three years of graduate education leading to a Ph.D. or equivalent doctoral degree in range management or a directly related field; OR an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first two years may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
