This position is located in the Bureau of Comptroller and Global Financial Services, Executive Office (CGFS/EX).  Our mission is to provide an accountable, efficient and transparent financial management platform that furthers the U.S. government’s and Department of State’s global foreign affairs mission, provides accurate and high-value financial information, and supports quality stewardship over financial operations and resources. 

Duties

At the GS-11 & 12 levels, the incumbent will perform the same duties as outlined. The scope and complexity of the assignments will be increased as the grade levels increase. The incumbent will receive the least amount of supervision at the GS-13. Developing and implementing comprehensive procurement plans, objectives and strategies to procure multi-year programs, systems, goods and or/services. Prepares a variety of acquisition documents. Performs the full range of contract administration responsibilities including incremental funding, preparation of costs adjustments, coordination of time extensions, incorporation of change orders, and issuance of documents and orders issued. Manages and oversees projects in support of customer requirements. Ensures the relevant Bureau Organizations are apprised of task performance and problems. Investigates and resolves delays or deliverables not meeting the contract quality levels. Reviews and approves progress and final payments; and closes out contracts. Monitors contractor performance through site visits with Program Offices and CORs for completion of applicable contract clauses.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-11 grade level must meet one of the following requirements to qualify for this position: A. Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following: Experience ensuring contracting solutions comply with relevant laws and regulations. Experience coordinating the COR on contractor performance concerning labor hours, staffing, burn rate, billing, and government regulations compliance. Experience developing various budget analyses, reports, charts, and briefing materials for presentation to leadership. OR B. Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience. OR C. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., from an accredited college or university in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR D. Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of ¿undergraduate¿ study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR E. Have one full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR F. Have a combination of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND graduate level education (which includes 24 semester hours in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Together this specialized experience and graduate education meets 100% of the qualification requirements for this position. Applicants applying for the GS-12 grade level must meet one of the following requirements to qualify for this position: A. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following: Experience coordinating, monitoring, and advising the COR on contractor performance concerning labor hours, staffing, burn rate, billing, and government regulations compliance. Experience representing the bureau at meetings and conferences as directed by the supervisor or higher-level manager and maintaining liaison with staff members of the appropriate Department or external organizations. Experience producing required good and services within budget, on-time and at the levels of quality required by the contract. OR B. Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience. OR C. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "undergraduate" study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR D. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
