This position is located at the South Texas VA Health Care System (STVHCS) and reports to the STVHCS Director. The incumbent is the supervisor of the EEO Program which includes numerous duties, such as: counseling employees who believe they have experienced discrimination; supervising impartial considerations and dispositions of complaints; conducting fact finding and negotiating, conflict resolution in non-EEO, formal and informal complaints; creating and providing training.
Duties
This is a detail/temporary promotion position NTE 180 days
Provides direct supervision to employees performing a variety of duties supporting the EEO Program to include an EEO Specialist, an EEO TCF lntern, and (collaterally) 7 Special Emphasis Program Managers. This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, and initiating disciplinary
actions when necessary.
The incumbent plans, assigns, and evaluates work of subordinates based on priorities, selective consideration and the difficulty of the work and the capability of the employees. The incumbent gives advice, counsels, and instructs employees on both work and administrative matters.
The incumbent maintains an Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures used to resolve conflict without litigation or arbitration. These procedures include, but are not limited to, assisting with settlement negotiations, conciliation, facilitation, mediation, fact-finding, and arbitration.
The incumbent is a trained and certified National and Shared Neutral/Facilitator, and conducts EEO Training, including the Prevention of Sexual Harassment, for all managers and supervisors. The incumbent also conducts mandated "New Employee Orientation which includes briefing EEO laws, EEO complaint process, ADR/Mediation processes, Sexual Harassment, Whistleblower/No FEAR Act, Diversity and Inclusion, Workplace Harassment, Minority Veterans Program, Special Emphasis Programs, within 60 days of all newly hired employees. Incumbent will provide instruction on EEO laws, complaint processes, ADR/Mediation, Sexual Harassment, Whistleblower/No FEAR Act, Diversity and Inclusion, Hostile Work Environment, and Special Emphasis Programs to new supervisors/managers as a group, or individually.
The incumbent is responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating, and updating all plans associated with the EEO Program. This includes the Affirmative Action Employment Plan of Accomplishments, Federal Employment Recruitment Plan (FEORP) and People with Disabilities, Disabled Veterans Affirmative Action Plan (DVAAP), and Plans to the White House on initiative to support Historically Black Colleges and Universities (HBCU), Hispanic Associations of Colleges and Universities (HACU), Native American Tribal Colleges (NATC), the Student Placement
Program, and the Special Emphasis Programs (SEP).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as advisor to management officials on EEO and mediation processes; Experience interpreting and applying Federal EEO and mediation policies and procedures; Assisting EEO Officials in the complaint process to resolve informal allegations or formal complaints of discrimination; Managing Special Emphasis Programs. Expert knowledge of Federal EEO laws, regulations, Executive Orders, policies, and principles governing external CR functions. Possess advanced skill in the consulting in order to develop, review, and evaluate policies and programs impacting equal opportunity, workforce diversity, and workplace inclusion (Includes reasonable accommodation).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
