The Equal Employment Program Manager oversees EEO and Affirmative Employment programs, ensuring compliance with laws like Title VII and the ADA. Responsibilities include policy development, staff supervision, conflict resolution, training, data analysis, community engagement, and strategic planning for diversity and inclusion initiatives. The role involves managing ADR programs, mentoring interns, liaising with stakeholders, and preparing various EEO reports and plans.
Duties
Provides program management for the facility's Equal Employment Opportunity (EEO) Program.
Serves as the principal advisor in the area of EEO, Alternative Dispute Resolution (ADR), and Diversity Management.
Responsible for developing, implementing, evaluating, and updating all plans associated with the EEO Program, including Affirmative Employment Plan for Minorities and Women, Federal Employment Opportunity Recruitment Plan (FEORP), People with Disabilities, and Disabled Veterans Affirmative Action Plans.
Conduct periodic evaluations of the workforce to develop data for evaluating the program's effectiveness.
Directs, oversees, and coordinates work projects and action items with concurrent deadlines.
Supports EEO/Affirmative Action Programs and assures management carries out the full intent of the program.
Advises on the most appropriate action to take that will most effectively assist management in accomplishing objectives.
Develop an ADR Program.
Provides sound principles, techniques, and acceptable practices compliant with all Federal and VA regulations.
Maintain an effective Diversity Management Program.
Responsible for conducting a variety of EEO trainings.
Assigns work to subordinates based on priorities, considering the difficulty and requirements of assignments and employees' capabilities.
Provides advice and guidance to all supervisory levels in EEO principles, techniques, and acceptable practices.
Serves as a key member on facility boards/committees advising senior management on operational problems involving EEO issues.
Serves as the Chair of the Diversity Advisory Committee.
Assists the Office of Resolution Management (ORM) and administrative judges with investigations and hearings.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as advisor to management officials on EEO and mediation processes; Experience interpreting and applying Federal EEO and mediation policies and procedures; Assisting EEO Officials in the complaint process to resolve informal allegations or formal complaints of discrimination; Managing Special Emphasis Programs. Expert knowledge of Federal EEO laws, regulations, Executive Orders, policies, and principles governing external CR functions. Possess advanced skill in the consulting in order to develop, review, and evaluate policies and programs impacting equal opportunity, workforce diversity, and workplace inclusion (Includes reasonable accommodation).

Physical Requirements: Regular and recurring work generally involves sitting at a desk, and sitting in conferences and meetings except for occasional visits to facility work sites. Occasional use of automobile and public conveyance may be required. No special exertion is required.
