The position is located in the Bureau of the Comptroller and Global Financial Services, Office of Executive Director (CGFS/EX). The Lead HR Specialist performs a full range of complex and comprehensive responsibilities, which includes all grade levels and involvement in all aspects of the total management, and administrative support program of the Department. 

Duties

Leads daily interaction with team members based on assigned HR portfolios, team member strengths/weaknesses, communicating the needs of the organization based on weekly meetings with the Supervisor and assisting in establishing HR goals/objectives. Ensures ISO 9001:2015 processes are followed, and ISO docs are compliant, maintains HR project workload list, adjust HR priorities based on knowledge of the organization and assist Supervisor in achieving organizational results. Provides position management and organizational design advice and recommendations to agency managers on the distribution of workload among positions and organizations, and the skills mix or categories of employees needed to do the work. Reviews recommends revisions to regulations, directives, and other guidelines. Assists in evaluating and publicizing employee relations program(s).

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, interpreting, and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits).  Experience providing authoritative management advisory services, which includes researching, analyzing, and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. Experience independently planning human resource projects, gathering data, analyzing, and evaluating information, determining most effective approaches and solutions to achieve outlined objectives. There is no substitute of education for specialized experience for the GS-13 position.
