This position is located within US Department of Agriculture, Office of the Secretary, Immediate Office, Office of the Executive Secretariat (OES). The incumbent oversees and provides technical and administrative guidance to OES staff in the analysis and application of the Department's correspondence program and systems.
Duties
Completes complex assignments under tight time constraints requiring accurate, timely and technically sound decisions or products.
Provides comprehensive subject matter advice to management on a variety of issues related to USDA correspondence management and its systems.
Develops procedures and workflow.
Briefs senior leadership of all policy and procedural issues.
Oversees substantive reviews of correspondence and packages on behalf of the agency, executives, and staff.
Analyzes issues that are frequently complex and require research, policy interpretation, and coordination.
Works with management officials and staff throughout the Department to ensure appropriate analytical and supporting information are present and approves final correspondence packages.
Serves as an advisor for correspondence related issues and provides leadership, guidance, and support to staff.
Ensures that resolutions and work products meet the high standards required by the Secretary and other senior officials.
The above listed duties are described at the full performance level (FPL) GS-12 level; the GS-9/11 levels are developmental leading to such performance.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Minimum Qualifications: Applicants must meet the specialized experience and/or education requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
GS-09
A.Possess one year of specialized experience at or equivalent to the GS-07 or its non-federal equivalent that includes utilizing the Microsoft Office Suite to include Outlook, Word, Excel and PowerPoint to submit correspondence products in a timely manner.
OR
B. Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include English, Writing, Journalism, Linguistics, etc. (Must submit transcripts). OR
C. Possess a combination of education and experience as described above. (Must submit transcripts).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may be substituted for specialized experience at the GS-09 level as noted above.
