To qualify for 14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13. GS-14 - You qualify if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties: Develop research and analyze administrative procedures to recommend improvements in efficiency; and Propose, evaluate, analyze, negotiate and/or justify solutions to complex and sensitive issues; and Draft rule making and guidance documents; and Communicate, both orally and in writing.
