The primary purpose of this position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of improving business operations through performance indicators and implementation of depot maintenance concepts, accomplishing a wide variety of assignments with effectiveness and efficiency.

Duties

Provides independent technical support in analyzing industrial work processes, financial operations, business performance indicators, policies, and procedures; develops plans, programs and strategies for business process improvements. Coordinates as the principal team member on implementation of business process improvement plans, programs, strategies and development actions with responsible functional specialist or office to ensure responses and required actions are provided. Provides education to AMARG personnel who will be affected by the business performance measurements and business process improvements (both philosophy and software).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes gathering and analyzing basic facts, drawing conclusions, recommending and implementing business improvement strategies, providing technical support to management based on data analysis, conducting training for personnel. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in functional areas requiring a more significant involvement with and more in-depth knowledge of functional area information systems technology that a normal functional area systems end-user. 2. Knowledge of the operations, products, services, needs and goals of the program(s) and the organizations studied or served, and related customers, functions, resources and users. 3. Ability to recognize and analyze problems, conducts research, summarize result and make appropriate recommendations for production and financial management business areas. 4. Ability to maintain good working relationships meet and deal with customers using a high degree of tact and diplomacy. 5. Ability to plan, organizes work, research, analyze, interpret and apply rules, regulations and procedures. 6. Ability to communicate effectively, both orally and in writing. WORK ENVIRONMENTThe employee works in an adequately lighted and ventilated industrial service office environment. May require occasional travel to support government requirements. ???????
