With DoD approval, term appointments may be extended beyond 6 years, but not more than 8 years. About the Position: The 841st Transportation Battalion is located in North Charleston, SC.

Duties

Establish objectives for the management of terminal operations within the Area of Responsibility (AOR). When designated, serve as the Contracting Officer Representative (COR) or alternate COR and/or Quality Assurance Surveillance Specialist (QASP) monitoring the loading and discharging of all vessels. Develop pre-stow, final stow, and discharge plans utilizing computerized stow planning and multiple software programs to accomplish strategic and exercise load planning. Participate in planning conferences, concerning issues relative to transportation support, exercise operations, and movements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Incumbent must be able to obtain and maintain a valid state or government driver's license.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Incumbent must be HAZMAT certified. Failure to obtain certification within six months of appointment may result in an adverse action.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • The incumbent of this position may be required to deploy to foreign and domestic ports with short notice as frequently as four times or more per year lasting between 7 to 21 days or longer.
  • Must be able to work outside during all types of weather; board bulk ships, barges and other types of vessels. Be able to access all decks, climb ladders through narrow ship passages; stand, walk for prolonged periods.
  • Position designated as "Key" and shall not be vacated during a national emergency/mobilization. Must be exempted from recall to active duty and receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922) Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
  • This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Obligated - An employee has statutory restoration rights to this position. You will be asked to sign an agreement acknowledging awareness of obligation and willing to be displaced under reduction in force procedures upon return of former incumbent.

Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
