About the Position: The 841st Transportation Battalion is located in the Coastal Area of North Charleston, South Carolina with metropolitan/urban area with population of approximately 350k. Warm-sunny coastal climate. Position located on Joint Base Charleston.

Duties

Develops and initiates vessel operation plans and contract specifications for loading and/or discharge of Department of Defense (DOD) sponsored cargo through commercial ocean terminals. When designated, serves as the Contracting Officer Representative (COR) or alternate COR and/or Quality Assurance Surveillance Specialist (QASP) monitoring the loading and discharging of all vessels. Participates in planning conferences, concerning issues relative to transportation support, exercise operations, and movements. Develops pre-stow, final stow, and discharge plans utilizing computerized stow planning and multiple software programs to accomplish strategic and exercise load planning. Serves as the Command's hazardous materials expert for port terminal operations.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
• Incumbent must be able to obtain and maintain a valid state or government driver's license.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922) Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
• Must be able to work outside during all types of weather; board bulk ships, barges and other types of vessels. Be able to access all decks, climb ladders through narrow ship passages; stand, walk for prolonged periods.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
• Must complete specific Contracting Officer Representative (COR) on-line courses. Must complete a minimum of 16 hours of COR training every 3 years, or before assuming position if have not performed as COR within previous 24 months.
• Position designated as "Key" and shall not be vacated during a national emergency/mobilization. Must be exempted from recall to active duty and receive training to ensure mission accomplishment of sustaining base operations during mobilization.
• One year probationary period may be required.

This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
