This position is located in Region 1, at the Regional Office with a duty station of Missoula, MT.
The primary purpose of this position is to provide regional emergency medical services/incident medical services (EMS/IMS) program management and coordination for the Northern Region (R1).

Duties
Duties listed are at GS-11 Full Performance level.
Ensure only emergency medical technicians (EMTs) and paramedics with current certifications are assigned within the regional units and all emergency medical providers adhere to regional EMS/IMS policy.
Completes reports and required records and transmits them to the requesting official.
Research, analyze and evaluate current program practices, standards of care and proposed laws in order to adapt current practices.
Ensures all emergency medical providers adhere to regional Emergency Medical Services/Incident Medical Services (EMS/IMS) policy.
Conducts strategic program long-term planning of up to 5 years and ensures coordinated program implementation.
Manages the certification, proficiency and training records for Regional Emergency Care Providers (ECP’s) and obtains qualified contracted training providers.
Coordinates the Continuous Quality Assurance Improvement EMS/IMS Committee.
Assists course coordinators in the preparation, publication and distribution of training materials.
Provides advice, counsel and coordination to the regional office, forests, and/or units on emergency medical training, policy and qualifications.
Compiles and facilitates annual updates on the program work for the regional forester and the regional safety and occupation health manager.
Ensures coordination between the training specialist, regional office and forests for all program requirements, policies, and procedures.
Assist as an inspector/contracting officer's representative for the regional contract employing the contracted medical physician(s).
Develops the annual training schedule, catalog and obtains training materials.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

- Incumbent must hold and maintain an Emergency Medical Technician-Basic (EMT-B) or higher certification on the national registry of EMTs
- For the GS-11; incumbent must hold a Contracting Officer’s Representative (COR) certification or be able to obtain certification.
- Must pass and maintain a light duty work capacity test.

Specialized Experience Requirement:
For the GS-09 level: You must have one year specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as performing one or more of the following duties:
Assist in providing customers, support personnel, and regional staff guidance on regional Emergency Medical Services/Incident Medical Services (EMS/IMS) policy, standardized regulations, local regulations, policies, and procedures
Reviewing and providing guidance on emergency medical technician and paramedics certifications, policy adherence, travel, training, time and records management
Assist as a contracting officer's representative ensuring all contract provisions are met
For the GS-11 level: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as performing two or more of the following duties:
Provides expertise and counsel to Federal and State wildland firefighting agencies, interagency coordination/dispatch center, and regional staff guidance on regional Emergency Medical Services/Incident Medical Services (EMS/IMS) policy, Federal, State and/or local regulations, policies, and procedures;
Manages and maintains emergency medical technician and paramedics certifications, proficiency requirements, and training records;
Provides training that meets National, State and Agency laws/regulations, which includes assisting course coordinators in the preparation and distribution of training materials; and/or
Serves as a contracting officer's representative ensuring all contract provisions are met.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Education
There is no substitution of education for specialized experience.
