This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae.
Duties
As an Accountant (Staff) (Treasurer), you will:
Oversee Ginnie Mae's Mortgage-Backed Securities program that expands affordable housing in America by linking global capital markets to the nation's housing market.
Carry out the guaranty of timely payment of principal and interest to security holders, fulfill the daily and long term financial needs of Ginnie Mae, comply with the provisions of the internal control requirements established by US General Accounting Office (GAO), and the cash management requirements established by the US Treasury.
Develop and/or review the Federal and Commercial/Generally Accepted Accounting Principles (GAAP) financial statements and management's financial, budgetary, and accounting reports for external reporting purposes.
Develop and implement accounting policy, policy handbooks, and procedures based on both Financial Accounting Standards Board (FASB)/GAAP and Federal Accounting Standards Advisory Board (FASAB) requirements, and directives and regulations from the OMB, Treasury, Congress, and the Administration.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is as follows:
Directing or leading a financial management or accounting team; AND
Experience responding to prepared by client/PBC requests from an auditor or participating in an audit of financial statements; AND
Interpreting and applying impacts of law changes related to accounting standards or Treasury Financial Management policies, and developing related position papers; AND
Implementing new accounting standards.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
