Duties
Serving as a Lead Law Enforcement Specialist (Charleston Training Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Maritime and General Training Branch (MGT), Charleston Training Division (CHT), Office of Charleston Operations (CHS) under the Training Management Operations Directorate (TMO) and located in Charleston, SC.
The primary purpose of this position is to serve as a Lead Law Enforcement Specialist (Charleston Training Instructor) responsible for leading a group of Instructors involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the CHT training programs. Typical duties include:
Serving as a leader for a group of General Training Instructor positions in grades GS-11/12 and performs a full range of coaching, facilitating, mentoring, planning, and coordinating functions.
Serving as a lead instructor, subject-matter expert and program/course developer in the assigned CHT program/ course areas of law enforcement.
Conducting training in advanced areas such as: Interviewing for Criminal Investigators; Obtaining Detailed Written Statements; Document Report Writing; Informants; Investigative Techniques; Controlled Substance Identification; Clan Lab Awareness; Drugs of Abuse; Law Enforcement Instructor Training; Driver Training; Vehicle Stops; and Firearms Training.
Developing and implementing the long and short-range training plans
Formulating appropriate financial operating plans and program procedures to ensure the training program meets the needs and interest of the organizations served.

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
- This is a bargaining unit covered position.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
- This position participates in FLETC’s Continuity of Operations Program. You are responsible for ensuring little or no disruption to the FLETC Mission Essential or Primary Mission Essential Functions in the event of an emergency.
- You will need to set up direct deposit so we can pay you.
- You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- You will be subject to rotation to other programs and/or training sections in order to provide depth to the FLETC’s instructor cadre.
- This position is eligible for situational-only telework based on agency policy.
- Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
- Occasional travel may be required.
- Overtime may be required.
- If assigned to instruct firearms subject matter, must pass an initial firearms proficiency test with an 85% score. This test is the standard 60-round course of fire in the Firearms Instructor Training Program.
- Must be able to obtain and maintain First Aid, CPR, and Defibrillator Training Certification within 12 months of employment.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;

B. Have held a federal civilian position in the 1801 occupational series.

Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
Leading, overseeing and/or performing a variety of complex law enforcement actions in at least four of the following law enforcement topical areas to include: Advanced Interviewing, Site Visit Awareness, Control Substance Identification, Drugs of Abuse, Clan Lab Awareness, Law Enforcement Instructor Training. -OR-
Leading and overseeing the research, development, and/or modification, of law enforcement training curriculum in at least four of the following law enforcement topical areas to include: Advanced Interviewing, Site Visit Awareness, Control Substance Identification, Drugs of Abuse, Clan Lab Awareness, Law Enforcement Instructor Training.
Substitution of education in lieu of specialized experience may not be used for this grade level.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
