This position is within the Bureau for Resilience, Environment and Food Security, Center for Energy, Infrastructure and Cities (REFS/CEIC) , at the U.S. Agency for International Development (USAID).
The Bureau for Resilience, Environment and Food Security (REFS) is responsible for worldwide leadership and integrated technical expertise of the programming of the U.S. Agency for International Development (USAID) in agricultural-led growth and environmental sustainability.
Duties
Plans, develops, and implements program/project development activities that affect broad mission areas or program areas in the development assistance sector of energy and the environment.
Provides administrative and technical supervision necessary for accomplishing the work of the Division. Observes workers’ performance; conducts work performance critiques. Provides feedback and periodically evaluates employee performance.
Establishes short- and long-range goals of the organization, develops detailed plans for implementing them, and milestones for evaluating and measuring the effectiveness of major energy agency programs.
Coordinates energy sector development strategy and programming with the interagency, private sector, Congress, and others to assess partnerships and align programming.
Maintains knowledge of emerging energy sector trends and effective application to inform the design and implementation of the Division’s programming and knowledge management system.
Directs or participates in geographic and central Bureau review of proposed development assistance projects and programs, policy, and technical input in the energy sector.
Requirements

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
Taking a leadership role in teams, working groups, and or group efforts that furthered agency and/or organizational goals relative to energy sector reforms;
Managed energy sector projects and/or programs;
Served as an advisor to management and developed long and short-range objectives that met the goals of an organization;
Worked with the interagency and/or Congress to formulate USG energy assistance policy; and supervised and/or mentored staff informally or formally.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
