The Administrative Office of the U.S. Courts (AO) is seeking a dynamic, high-energy, and experienced Supervisory Attorney Advisor to serve as the Chief, Security & Facilities Policy Staff (SFPS) within the AO's Facilities and Security Office (FSO). The FSO oversees and manages the development and execution of security, emergency preparedness, space and facilities programs for federal courts nationwide.
Duties
The incumbent will serve as the Chief of the Security and Facilities Policy Staff (SFPS) and report directly to the Deputy Chief of the Facilities and Security Office (FSO), Department of Administrative Services (DAS). The SFPS provides subject matter expertise to the Judicial Conference of the United States (JCUS) and is responsible for managing the portfolios of the Judicial Conference Committees on Space and Facilities and Judicial Security as well as the AO's Space and Security Advisory Council (SSAC) and executing the priorities of the Judicial Branch's facilities and security needs. In addition, the SFPS is responsible for legislative matters that impact the Judiciary's space and security programs. To be successful in their mission, the SFPS works with counterparts at the General Services Administration (GSA), the U.S. Marshals Service (USMS), the Federal Protective Service (FPS), and other AO offices that support these programs. The incumbent will be overseeing and managing complex and multi-faced nationwide programs based on polices within the judiciary's facilities and physical security programs; and overseeing the legal issues related to facilities and security.
The ideal candidate must have knowledge of federal judicial administration and strong legal writing skills. Additionally, the candidate must possess outstanding diplomacy, interpersonal, organizational, analytical, and communication skills. The candidate must have experience working collaboratively with supervisors, colleagues, and external stakeholders.
The duties of this position include, but are not limited to:
Overseeing the research and preparation of draft agendas, background materials, agenda items, committee reports, and all other documents related to the biannual meetings of the Judicial Conference Committee on Space and Facilities and the Judicial Conference Committee on Judicial Security.
Leading the staff and efforts supporting the Committee on Space and Facilities and the Committee on Judicial Security to ensure that all matters involving Committees' jurisdiction are progressing in a timely an efficient fashion and all stakeholders are being appropriately advised of actions being taken.
Presenting and discussing legal issues and questions related to facilities and/or security matters accordingly with multiple stakeholders internal and external to the federal judiciary which includes Committee members, federal judges, local court executives, and executive branch partners.
Overseeing the preparation of draft agendas, background materials, agenda items, reports and other documents needed to support the meetings of the Space and Security Advisory Council and other related advisory groups.
Overseeing and managing the development, implementation, and execution of complex and multi-faceted nationwide programs based on the policies integrated within the judiciary's over-arching facilities and physical security programs.
Identifying and tracking any legislative issues that may be relevant to the Committees' jurisdiction; drafting and coordinating responses to legislative inquiries related to the judiciary's facilities and physical security programs; and developing and participating in requested congressional briefings, including representing the views of the Judicial Conference and the Judiciary as it relates to policies of the Committees to congressional staff and other Executive Branch officials.
Assisting other Administrative Office staff internal and external to FSO with the development, approval, and execution of the annual budgets for the judiciary's facilities and physical security programs.
Managing and providing staff support on external studies and reviews of the federal judiciary's space and security programs, including those conducted by the Government Accountability Office.
Ensuring the Security and Facilities Policy Staff is adequately resourced to perform its mission; and overseeing day-to-day business activities in the office, including financial management, staffing, space, resources, travel, payroll, leave, and training.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Post J.D. Experience: Applicants must also possess at least 4 years of post J.D. experience.
Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience leading and managing strategic policy analysis and development at the highest levels of an agency or organization; and experience with legal and policy research and writing, and preparation of legal memoranda or opinions, legislative proposals, or congressional testimony.
Education
Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
