Duties

The incumbent serves as the Agency’s Deputy Chief Security Officer for FEMA. The incumbent, in conjunction with the CSO, assists in the oversight and coordination of security efforts across the Agency; investigations of fraud and security concerns; enforcement of security requirements; identification of security initiatives; and establishment of and compliance with security standards for the Agency. Serves as a leader for fraud and internal inspections, physical security, personnel security, national security programs, and business management.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. TECHNICAL QUALIFICATIONS – MANDATORY 1. Demonstrated ability collaborating within and across federal departments and agencies on mission-critical topics such as security, counterintelligence, or fraud, as well as with other Federal agencies, state/local/tribal/territorial, nonprofit, and private sector organizations, foreign governments, or international organizations to achieve common goals. Experience should be at the most senior levels of organizations. 2. Experience authoritatively and conclusively evaluating, analyzing, identifying the implications of, recommending solutions for, providing direction on, and strengthening cooperation and support for Agency, Department, and Administration and priorities, particularly with implications for critical topics like security, counterintelligence, or fraud. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
