This position is located in the U.S. Department of Agriculture (USDA), The Office of Customer Experience (OCX) which is established in the Office of Assistant Secretary for Administration (ASA). OCX's mission is to improve USDA's customer experience delivery across the Department through deep customer understanding and building employee engagement and empowerment.

Duties

Serves as a principal contact and source of information for customers of the department, including Administration officials, staff, and external customers. Leads process improvement efforts related to administrative/secretarial processes in the Office of Customer Experience. Replies to e-mails not requiring the OCX Director's attention. Screens all correspondence prepared for Director's signature for clarity, completeness of reply, grammatical, and procedural correctness. Checks to ensure commitments made at these meetings are met and keeps the Director/Deputy informed of the status of each item. Develops, implements, and administers OCX office systems and procedures. Establishes office procedures, policies, and operations. Works with Budget Analyst and on behalf of leadership and keeps leadership abreast of budget deadlines.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-09: One year of specialized experience, equivalent to the GS-07 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Administrative Specialist. For this position, the specialized experience is experience responding to questions regarding administrative processes and procedures; scheduling meetings, appointments, travel arrangements; serving as an office's main point of contact for time and attendance; utilizing office systems and procedures as a routine part of the workday; typing correspondence, reports and presentations. OR Education Substitution: Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts). OR Combination of education and experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Graduate education may be substituted for specialized experience as noted above.
