You will serve as the Military Construction (MILCON) Director in the MILCON Program Office of the Planning, Design and Construction Directorate (PDC) Directorate of at NAVFAC Headquarters.
The position serves as the Director of the Military Construction (MILCON) Program Office in the Planning, Design, and Construction (PDC) at NAVFAC Headquarters.
Duties
You will serve as the Military Construction Program Office Director in the Planning, Design, and Construction (PDC) Directorate at NAVFAC Headquarters.
You will actively supervise a professional, technical and management staff comprised of civilians.
You will conduct comprehensive reviews and updates of project status for all PDC work in the division on a monthly basis, as a minimum, and more frequently, as necessary.
You will work to provide consistency within NAVFAC on programming, budgeting, execution, and management for policy and procedures for MILCON projects.

You will be responsible for two Program Management Branches, a Program Resources Branch, and a Program Development and Legislative Affairs Branch.
You will conduct comprehensive reviews and updates of project status for all PDC work in the division on a monthly basis, as a minimum, and more frequently, as necessary.
You will work to provide consistency within NAVFAC on issues such as programming, budgeting, execution, and management for policy and procedures for MILCON projects.
You will manage very high visibility programs having Secretary of Navy (SECNAV), Secretary of Defense (SECDEF), and Congressional interest that are critical to national security.
You will develop Department of Navy (DON) and Navy-wide policy and executes policy through major commands of the Navy, USMC, Department of Defense and NAVFAC.
You will interface on MILCON program issues with Commander, Navy Installations Command, Chief of Naval Operations, United States Marine Corps, Financial Management Board, Assistant Secretary of the Navy Energy, and Congressional staff.
You will support other Defense Agency (Special Operations Command, Defense Logistics Agency, etc.) MILCON programs executed by NAVFAC.
You will provide overall strategic planning, policy, and tactical guidance to the Department of Navy (DON) officials involved in the programming, budgeting and execution of the MILCON program.
You will identify and develop policy and shore installation process improvements, allocation of resources and oversight to evaluate the Navy's progress toward attaining established MILCON management goals and objectives.
You will require authoritative technical expertise in business and financial management, fiscal policy and facilities engineering, as well as well-versed knowledge of practices in Program Management.
You will be responsible for the operation of the NAVFAC HQ Military Construction Program Office and the execution of the office's duties.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position requires current registration as a Professional Engineer (PE) or Architect (RA). You must provide a copy of your current registration with your application.
Qualifications
Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application.
In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Identifying potential issues to provide solutions resulting in successful program execution; 2) Evaluating metrics to assess risks for consideration in resource allocation; 3) Collaborating with stakeholders to identify program areas needing process improvement; and 4) Establishing priorities to guide staff in development of work products.
