This is a Pathways Recent Graduate position. The Recent Graduate (RG) will receive on-the-job training as required to support the assignment area. The incumbent will serve as a journeyman level policy analyst, providing expert advice and assistance on a diverse array of policy issues, building a supporting rationale and providing the analytic basis for major OMB and/or Presidential policy decisions.

Duties

As a Program Examiner (Recent Graduate), GS-0301-9, your typical work assignments may include the following: Reviewing and analyzing agency submissions, studies, research materials, and other information related to assigned areas. Synthesizing highly complex and voluminous materials. Assisting in developing and recommending strategies for the approaches to improvement in the value and effectiveness of management systems, field administration, program policies and operations, midrange and strategic planning, and program evaluation. Determining the most efficient and cost-effective methods of management and program delivery services as well as an assessment of performance and results. Developing and analyzing policy issues, highlighting alternative approaches that might be taken to resolve problems, and making and defending recommendations.

In order to qualify for the Program Examiner (Recent Graduate) position, you must meet the following minimum qualifications: FOR THE GS-9 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-7 grade level in the Federal service, performing the following duties: Reviewing reports, data, and other materials to help identify pertinent information; Arranging and conducting hearings, conferences, and/or meetings for an office; and Preparing written materials to be reviewed by management. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) -OR- Education: Possess two years of progressively higher level graduate education leading to a Master's degree, or Master's or equivalent graduate degree, or LL.B. or J.D., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position; OR meet this education requirement by June 30th, 2024. NOTE: You MUST submit supporting academic transcripts. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Note: Only graduate level education beyond the first year (18 semester hours) may be combined with specialized experience. You must submit transcripts.) NOTE: Applicants must submit a copy of their transcripts for verification. Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined above to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement, unless qualifying solely on education, which must be met by June 30th, 2024 with anticipated completion date noted in application package.

  • A list of the courses you took, to include the total number of credits completed.
Academic degrees must be granted from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. To determine if a school or program is accredited, refer to the Database of Accredited Postsecondary Institutions and Programs.

For applicants that are currently enrolled and will be graduating by June 30th, 2024, please submit your most current college transcripts (official or unofficial) showing enrollment and list your intended graduation date in the announcement questionnaire. We must receive current transcripts with your application to consider you for the position. Official transcripts or a letter of degree conferral confirmation on official school letter head from your school registrar's office showing degree conferral by June 30th, 2024 will be required prior to final offer and appointment.

Foreign Education: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
