This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Department (N91); Counseling, Advocacy and Prevention (N914). Incumbent serves as a Headquarters Supervisory Program Analyst responsible for providing information and referral, education and training, counseling and advocacy to facilitate achieving operational readiness and personal and family self-sufficiency.

Duties

Duties include but are not limited to: Provides policy/program expertise and development for prevention programs to ensure a high quality, flexible, support program of human services for active duty military and their families. Prepares periodic management and status briefs/reports for FFSP Managers. Performs analysis, evaluation, and advisory assignments related to the effectiveness of line programs and efficiency of the management of operating programs. Conducts detailed analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques. Maintains constant awareness of barriers impeding FFSP mission accomplishment. Analyzes issues, identifies best course of action, determines potential impact on subordinate organizations and recommends corrective action. Provides evaluative materials and processes for comparing overall program objectives with program accomplishments, developing new programs or modifying existing programs and assessment of program success. Provides program expertise and management including resource planning, program development, guidance, consultation, field assistance and coordination, making recommendations to higher management. Provides oversight of development to procedural guidance to command/installation intervention in family violence cases falling under Navy CAP cognizance. Provides on-site training to those Navy installations requiring on-site support. Ensures additional training opportunities are provided through Video Teleconferencing and other web-based applications. Serves as supervisor and program analyst for the Clinical Counseling program under Fleet and Family Support Programs (FFSP): Counseling Advocacy and Prevention (CAP) program. Provides supervisory technical oversight for a minimum of four program analysts to include four (4) NF-0185/0101-04. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, program initiatives and staff capabilities. Ensures staff receives proper training to fulfill requirements of their positions. Develops performance plans, rates employees, and addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action as necessary. Interviews candidates for subordinate positions, recommends hiring, promotions and/or reassignments.

Qualifications

A qualified candidate possesses the following: A Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree; or a Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree; or a Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree; or a Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship. A current, valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology. Two (2) years, full-time clinical experience post independent licensure or certification. A minimum of five (5) years of experience working with family violence, such as child physical abuse, neglect, child sexual abuse and domestic abuse/violence. Knowledge of family dysfunction and family violence including child physical abuse, neglect, child sexual abuse and domestic abuse/violence. Knowledge of current prevention and intervention skills and techniques and theories. Knowledge of family violence program management, program planning, development and execution. Ability to perform the full-range of supervisory duties. Knowledge of Federal and agency regulations; knowledge of the specific organization's program and missions, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs. Ability to apply concepts in program management and implementation, requirements determination, policy development and supervisory skills. Knowledge and experience with qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs. Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions. Knowledge of Navy and Department of Defense (DoD) organization and command structure, mission and lifestyles. Knowledge of a wide range of current professional techniques, theories, practices and procedures of clinical psychology or social work to identify problems, select and recommend appropriate practice models to use across target populations. Ability to effectively communicate and to prepare and deliver recommendations at management briefings.

Education
