This position is in Office of Special Education and Rehabilitative Services (OSERS), Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division (SMPID) in Washington, DC. The Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division is responsible for reviewing and approval of State Plans, monitoring, and the provision of technical assistance to five RSA's formula grant programs.

Duties

Qualifications

Minimum Qualification Requirements: You must meet the minimum qualifications for the GS-15, If you posses the specialized experienced below: Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience presenting at conferences on a vocational rehabilitation (VR) or related program to disseminate information on programs impacting people with disabilities. Experience managing and/or administering a vocational rehabilitation program, including familiarity with the Rehabilitation Act of 1973, as amended, and its regulations. Experience conducting, monitoring and providing technical assistance to State Vocational Rehabilitation agencies and other formula grants under the Rehabilitation Act of 1973, (including Client Assistance Programs and Protection and Advocacy of Individual Rights Programs). Knowledge, Skills, and Abilities (KSAs): The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).     Knowledge of the Rehabilitation Act of 1973, as amended, its implementing regulations and background of the vocational rehabilitation program. Knowledge of the public vocational rehabilitation program, its operation, and achievements, as well as gaps and deficiencies. Knowledge of the formula and/or discretionary grant process. Skill conducting or applying Federal-State relationships and intergovernmental negotiation techniques

Education

This position has a positive education requirement.

Basic Requirements:

    1. Degree that included at least 24 semester hours of course work in the behavioral or social sciences.

or

    2. Combination of education and experience that included at least 24 semester hours of course work in the behavioral or social sciences, and that provided applicants with knowledge of the behavioral or social sciences equivalent to a 4-year degree as shown in A above.

or

   3. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
