This Job Opportunity Announcement will be used to fill a Administrative Officer, GS-0341-11 position with the Physical Medicine & Rehabilitation Section of Geriatric & Extended Care Service with the Central Alabama Veterans Healthcare System. First consideration will be given to current, permanent promotion eligible employees of Central Alabama VHCS.

Duties

The position serves as the Administrative Officer and advisor to the Physical Medicine and Rehabilitations Service Chief. The incumbent provides overall direction and support within the PM&R Service. Support is provided to the Service Line Chief by determining the appropriate course of action; advising and/or coordinating administrative policies, programs and operations; and implementing actions to ensure administrative requirements are met. The incumbent directs administrative activities within the Service Line including budget, fiscal management, program development, Personnel Management and evaluation. Position is involved in the development of short and long-range goals and objectives for the Service Line consistent with those of the Medical Center and Network 7. This position also develops and implements strategies for achieving these goals. Duties will require travel to respective service sites within Central Alabama Veterans Health Care System (CAVHCS) to include all CBOCs. Duties include, but are not limited to: Responsible for most resource allocation decisions involving PM&R Service Line funds and administrative, technical, and clerical staff. Develops strategies and recommendations to address gaps in supply/demand for resources across the PM&R Service Line. Maintains business, operational and performance improvement databases used to track resource use and performance. Oversees the administration and coordination of Services in the PM&R Service Line. Assists the service line manager in evaluation and implementing recommendations to ensure the program's effectiveness and efficiency regarding the major administrative aspects of the program's mission. Participates in the resolution of union grievances, appeals and EEO complaints within the Service Lines. Ensures policies and process on Veterans' experience aligns with national guidance. Ensures integrity of scheduling and consult data for the PM&R Service Line by developing trainings for the clinical Staff, performing routine audits for schedulers in the PM&R Service Line and participates in post audit activities, and establishing competency standards in line with national and local guidelines. Responsible for directing a performance improvement (PI) program within the Service Line that will facilitate continuous improvement in all areas as defined by The Joint Commission (TJC). Works closely with Human Resources for recruitment and other needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to planning, organizing, tracking budgets; program development, personnel management and evaluation, developing program long & short-term goals and objectives; developing & implementing strategies for achieving these goals. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond of at least one year beyond the Master Level. Physical Requirements: The work is performed in an office setting and is primarily sedentary; however, there is some walking, standing and carrying of light items such as papers, files and manuals. The work environment involves everyday risks and discomforts that require normal precautions typical of such places as office, meetings and training rooms. The work area is adequately lighted, heated and ventilated.
