The Administrative Officer assists the Chief, Geriatrics, Extended Care & Rehabilitation Service in the overall administrative decision-making, policy development and resource management. Develop programs, procedures, policies in effective planning and resource management, acts for the Chief, GEC & R in administrative matters. Responsible for dealing effectively with employees of all skill levels. Expected to develop and maintain positive clear communication with the administrative services.

Duties

The following duties include but are not limited to: Serves as a source of technical expertise on, related administrative processes, regulatory requirements, compliance issues, reeource allocation, and budget execution. Establishes policy for the development of the service line into an integrated healthcare organization that is recognized nationally for its quality of clinical care, outstanding customer service, innovation, efficiency, and cost-effectiveness. Ensure that documentation and tracking exists that allow proper credit and resource allocation through internal Veterans Affairs (VA) mechanisms. Serves as a member on various healthcare system councils and service line committees, workgroups, and task forces. The incumbent is responsible for identifying and resolving major program issues affecting G,EC,&R activities, including the impact of proposed legislation or new VHA Directives on service line programs. Assists the ACOS in the formulation of goals, objectives, performance measures, committee reports, and other recommendations. Analyzes and evaluate organizational staffing and functional structures from the standpoint of enhancing the accomplishment of objectives. Provides status reports on progress to managers within the service line. Serves as the primary representative for the service line, coordinating information management needs, and providing training, as appropriate. Ensures employees are trained in safe work habits and in the elimination of hazards. Exemplifies high standards of behavior toward patients, visitors, and coworkers by setting the example in demeanor, courtesy, concern, and politeness. Participates in the resolution of union grievances, appeals, and EEO complaints within the service line. Performs other duties as assigned by management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: Overseeing the foundational structure (i.e., space, staff, equipment) and clinic operations - monitoring and improving key clinic processes and outcomes. Responsible for the overall day-to-day management of access, optimizing the patient experience, and using resources effectively to ensure Veterans' access to care. Oversee the utilization of information and telecommunication technologies to provide health care services when the patient and practitioner are separated by geographical distance. Provides advanced analytics and data modeling to innovate high-value methods of making a more data-driven environment. Plan, schedule, and conduct projects to improve the effectiveness and efficiency of work operations in a typical, moderate to large sized, service with subdivisions/ sections. You will be rated on the following Competencies for this position: Administration and ManagementComputer SkillsInformation Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, but does include walking and carrying of light items, including (but not limited to) reports, and small equipment. Must be able to walk about the office and medical center.
