This position is in the Veterans Benefits Administration (VBA)'s Central Office (VBACO). The employee serves as a direct report to the Supervisor of the Human Resources Technical Training Team (HRTT) within the Office of Staff Operations under Human Capital Services (HCS). The primary purpose of this position is to perform HRTT related responsibilities that involve developing, delivering, evaluating, managing, and maintaining HR Technical Training programs and events.
Duties
Specific duties include:
Provides technical advice and assistance to the management within HCS concerning the determination of training needs.
Provides guidance and assistance to supervisors in planning job-related career development activities for employees.
Identifies process improvements and determines work methods to use in the achievement of goals and objectives which are consistent with HR Technical Training team.
Prepares and makes recommendations to senior management to significantly modify or correct major program discrepancies.
Provides ongoing in-service and refresher training for HR Specialist and HR Assistants across VBA.
Based on results of technical reviews, evaluation and needs assessments, identifies, and develops plans for focused training needed by HRS and HRA.
Leads and/or participates in the development, implementation, and evaluation of HRTT program and project initiatives.
Prepares briefings covering HR Technical Training systems and develops training materials or other tools to assist managers and staff in utilizing the systems.
Provides advice and assistance on the operation of the Human Resources automated systems and reporting tools.
Establishes monthly HR Communities of Practice (CoP) covering Human Resources areas.
Conducts surveys to determine short-term/long-term training needs then analyze information obtained and apply to training program.
Manages all the aspects of training event planning; logistic, materials, contract, budget, registration management, both internal and external training.
Provides managers and employees with information and interpretations of the organization's HR (Office of Human Capital Services) policies, procedures, and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy, or the issue involves more than one area of HCS policy.

Current Federal employees: If applying as a status candidate with current of former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1.) Organizational design, plan, schedule and develop new or modified work methods/approaches to carry out a high degree of professional independence and technical authority. 2.) Conducting detailed analyses of complex functions and work processes including workload and deviations from standards to determine validated staffing requirements for the function studied. Interpersonal skills are required in presenting disputed recommendations, and to negotiate alternative solutions. 3.) Developing strategic plans for the development, enhancement, and maintenance of Human Resources Technical Training Programs. 4.) Mentored in classification and staffing and recruitment. 5.) Maintain and utilize automated databases in order to track Human Resource information and extract data used to generate documents, records, and reports. 6.) Provides advisory services, quality reviews, or experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, and Employee Benefits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary.
