This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Mechanical Engineer with responsibility for the design of mechanical systems, equipment, and ancillary components of both military and civil construction projects.

Duties

Performs senior level mechanical engineering work associated with the design of mechanical equipment and features of civil works and military projects. Provides direct mechanical engineering support to Construction Division primarily in the planning, completion, and direction of major engineering or architecture projects. Prepares design analysis, delineating scope and criteria. Reviews architect-engineering plans, specifications, and design analysis for adequacy, feasibility, and conformance with Unified Facilities Criteria. Reviews shop drawings and technical data submitted by contractors for conformance with plans and specifications in order to recommend approval or rejection. Makes field visits to construction projects to provide construction support to field offices. Prepares comprehensive Project Operations and Maintenance Manuals covering all mechanical equipment and systems associated with the project.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Mechanical Engineer: all-professional-engineering-positions-0800.pdf (opm.gov) For the GS-11: Specialized Experience: One year of specialized experience which includes performing mechanical engineering work associated with the design of mechanical equipment and features of civil works and military construction projects such as; multipurpose dams, central heat plants, water treatment plants, sewage plants, and a variety of administrative, maintenance facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology, Engineering, Physical Science, or Oceanography. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: One year of specialized experience which includes preparing designs using computer aided design and drafting system software to produce building information models, as well as software programs to produce plans and specifications for military and civil works construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
