The Incumbent serves as a Program Analyst for the Non VA Care Coordination (NVCC) service and Provider Agreement program. The administrative and supportive function of this position is to act as the liaison for VA staff community hospitals. community providers, vendors and Veterans. This responsibility includes directly working with community agencies and following guidelines to successfully implement and enforce Provider Agreements with the VA and the community.

Duties

Prepares and submits reports to the Chief of NVCC and management to track the status of consults and their aging. Considers the healthcare systems strategic goals of maximizing current and future resources, promoting a positive image, and customer satisfaction within the Medical Center, while minimizing waste and maximizing resources. Sorts all incoming workload and divides the daily work among all the community care staff for direct monitoring. Works in conjunction with the Chief of NVCC in the development of policies and operating procedures as well as long and short range goals for all NVCC programs. Manages administrative requirements for the organization and manages all NVCC Provider Agreements ( over 128). Keeps and follows all the credentialing for providers and alerts the Chief of NVCC of any licenses that are about to expire to act upon them before expiration date. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:30am - 4:00pm Mon - Fri Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. REQUIRMENTS: This position requires being proficient in spoken and written English and in spoken Spanish. Must posses and maintain a state valid driver license. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researching and interpreting policy in order to provide guidance and assistance to cooperating partners/program clients. Specialized knowledge of the principles and practices related to the management of healthcare delivery both within the VA and in community healthcare systems. He/she has the ability to apply this knowledge of VA and community healthcare systems to solve unique problems pertaining to the coordination of care through the Veterans Choice Program. He/she has knowledge of Veteran Choice Program (VCP) legislation, and skill in implementing the VCP Provider Agreement program. Incumbent will conduct provider outreach and manage active provider agreements. He/she has the skill In written and oral communication in order to simplify and effectively communicate the complex language of the Veterans Choice Act (VCA) to community providers and Veterans. Knowledge of contract practices, policies, and procedures as they pertain to legal scope of Provider Agreements. Skill in operating Microsoft SharePoint will necessary to manage provider agreement database. Understanding of Vista vendor management menus (Contracting) will also be necessary to effectively manage provider agreements. Incumbent will use Veterans Benefit Management System (VBMS) to verify Veterans service connection and eligibility for the provider agreement program. . To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some standing, bending and light lifting, under 15 pounds, light carrying, under 15 pounds, items such as books, medical records and paper may be required. Due to the nature of the work, the incumbent may come in contact with veteran patients who are confused, intoxicated or have a contagious disease condition. Must have eyes, hearing (aid permitted), use of fingers, both hand required, ability to drive a car and have a valid state license is required. Position often places the incumbent in a position of stress. Frequent/daily travel is required throughout the Puerto Rico and Virgin Islands. Overnight travel may be required if multi-day stays are necessary in the southern catchment area.
