Duties

The Executive Director, Program Analysis and Evaluation Division (PA&ED) advises the Administrator, Deputy Administrator, the Assistant Administrator/Chief Financial Officer and Deputy Assistant Administrator/Deputy Chief Financial Officer on the impact of new programs or changes to existing programs regarding budgeting and resources management implications. Coordinates of all phases of the TSA budget programming cycle, and supporting planning and performance activities for a complex multi-appropriation multi-billion-dollar funding authority. The Executive Director, PA&ED, is responsible for the agency's budget programming and development of TSA's Future Years Homeland Security Program (FYHSP) strategy. Provides executive level direction, policy leadership, management oversight, and overall coordination for all budget programming matters within TSA. Provides authoritative interpretation of OMB and DHS's instructions regarding the programming phase, taking into account the Agency's special operating and administrative needs as well as mission related problems and emergencies. High level duties include: Provides advice and develops program plans to integrate budget decision-making with TSA strategic planning. Develops funding options and recommendations, based on assessment of organization performance, effective and efficient use of resources, program feasibility and best value to the government. Analyzes and evaluates plans, programs, and budgets of TSA in relation to the DHS Strategic Plan and the TSA Strategic Goals. Directs the development, review, and revision of the annual and multi-year budgets for TSA operational and support organizations. Oversees the development of plans and financial estimates for each TSA program for the annual and multi-year Departmental Budget submission. Develops instructions and provides recommendations for senior TSA officials to obtain their estimates of personnel and financial requirements for current and long-range budget planning. Supports the Performance Improvement Officer for TSA and as such is responsible for the development, management and implementation of TSA's performance processes, planning cycle; compliance with Government Performance Results Act; and compliance with DHS guidelines to meet budget and performance integration requirements. Monitors the progress of TSA performance goals and periodically evaluates and makes appropriate adjustment to such goals. Plans and develops TSA budgetary policy by reviewing and applying determinations established by Congress, the Office of Management and Budget (OMB), and DHS. Coordinates budgetary policy decisions made within TSA and develops performance reporting and control systems for critical resource applications. Maintains liaison with DHS and other Federal Departments and agencies. Serves as the principal representative on inter-agency groups and participates in conferences, seminars, meetings, etc. on matters dealing with budget programming activities.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. However, you MUST address all PTQs in your resume. Professional/Technical Qualifications (PTQs): 1. Demonstrated experience applying Federal and other budget-related laws, regulations, policies, precedents, methods and techniques so as to oversee the programming, formulating and justifying an agency-wide budget to include coordination and submission of products to meet Department level or higher level guidance. Experience in the development of alternative budget proposals and analyses of agency requests. 2. Expert knowledge of and experience overseeing complex multi-year planning and programming of resources to support agency or organization mission requirements. 3. Demonstrated experience in successfully implementing the Government Performance and Results Act (GPRA), including development of integrated performance-based budgets. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
