This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel in the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: A key element of Fort Liberty Garrison with oversight of installation infrastructure and maintenance.
Duties
Serve as working leader of employees in the accomplishment of air conditioning equipment and HVAC repairs.
Perform full range of work involved in the maintenance, repair and installation of industrial and domestic air conditioning units and related equipment and systems.
Provide employees instructions received from supervisor and start work (e.g., by assigning the immediate tasks).
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee must possess and maintain a Universal (type I, II, and III) Certification as required by 40 CFR Part 82, Subpart F and be familiar with recovery techniques and procedures.
- This position requires employee to serve as an Environmental Compliance Assistant and obtain and maintain current training.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic Leader ~ without more than normal supervision. The ability to perform tasks such as servicing refrigeration and air conditioning power sources by tightening connections, insulating exposed wires, cleaning and lubricating moving parts, and replacing items such as belts, fans and fuses; replacing major portions of various cooling units, such as compressors, condensers, expansion valves, float and service valves, thermostats, coils, and drive assemblies. I am able to estimate material and manpower needed for specific jobs and ensure stock is obtained from supply locations; explain manuals, procedures, policies, and other directives; instruct subordinates to follow supervisor's orders and meet deadlines; train subordinates on standard maintenance and repair procedures; demonstrate proper work methods; and check work in progress and when finished for compliance with supervisor's instructions, procedures, and methods. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Effort - Frequently works in awkward positions, cramped areas or hard to reach places. Work involves frequent bending, reaching, crouching, standing and arm movement. Mechanic carries and sets up parts and equipment that weigh up to 50 pounds. Often lifts and moves heavier items with the assistance of other workers and lifting devices such as hoists, pulleys or cranes.
Working Conditions - Work is performed inside and occasionally outside; shop area is heated and adequately ventilated; floors are concrete and grease, dirt and dampness is frequently encountered; area is noisy; variable temperatures occur when working in cold storage areas. Subject to possible injuries such as strains, sprains, cuts, bruises and electrical shock from hand and machine tools and dropped units and equipment. Frequent exposure to refrigerant gases and exhaust fumes. Follows numerous safety procedures and is required to wear protective gloves, goggles, mask, ear plugs, shoes or other safety clothing and equipment appropriate for the position.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
