This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Key element of Fort Liberty Garrison with oversight of installation infrastructure and maintenance.
Duties
Installs, maintains, troubleshoots and repairs a wide range of equipment for the conditioning of air in a variety of environments including barracks, administration areas, medical facilities, etc.
Installs, maintains, troubleshoots and repairs a variety of heating equipment including gas and oil fueled boilers, heat pumps, steam, medium and high temperature converters.
Installs, maintains, troubleshoots and repairs various equipment that move and exhaust air such as propeller fans, vane axial fans, inline ventilators, squirrel cage blowers and various air distribution system.
Installs, maintains, troubleshoots and repairs various controls systems including complex digital building automation systems of various manufacturers requiring computer skills for programming, evaluation and troubleshooting.
Performs preventative maintenance tasks such as cleaning coils, drain pans and drains, changing and adjusting belts, replacing filters and lubricating bearings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situationsthe incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Incumbent must possess and maintain Universal (types I, II, and III) Certification as required by 40 CFR Part 82, Subpart F.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic ~ without more than normal supervision. I have the ability to perform the full range of Air Conditioning Equipment Mechanic tasks. I am skilled in making visual, audible, and mechanical checks for proper temperature of conditioned spaces, proper operation of different parts of refrigeration systems, proper oil levels, unusual noises, loose connections, and faulty insulation; applying prescribed testing procedures and equipment; and exploring probable reasons for equipment failure; performing complete system repairs such as dismantling, repairing and reassembling units such as pumps, impellers, compressors, chillers, receivers, and evaporators. I work on my own initiative under general supervision subject to occasional inspection. - Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT
Employee is frequently required to handle and carry tools and equipment that weight over 23 kilograms (50 pounds). Maneuvers large equipment into and out of specific locations while dismantling and reassembling. Hoists, holders and pulleys are operated when removing units such as large compressors, condensers and chillers. Makes repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, stooping, stretching, bending and kneeling are frequent for long periods of time.
WORKING CONDITIONS
Much of this work is performed outside with exposure to temperature extremes common to this area. Some work performed indoors and in mechanical rooms. The employee will be required to work in mechanical rooms, on top of buildings, in drafty attic spaces subject to temperature extremes, and in cramped areas with low overheads. Subject to cuts, burns, electrical shocks and respiratory ailments. Employee uses/wears any safety equipment or other items required and provided by the employer.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
