This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory.
Duties
Incumbent is responsible for supervising operations to ensure the most efficient use of resources, established budgets, defined work methods, procedural guidance to employees, established qualitative and quantitative standards, and to maintain and prepare necessary required reports associated with the Equipment Management Division. The functions of the Supervisory Inventory Management Specialist position include, but may not be limited to the following:

Plans and determines customer requirements, quantitative and budgetary by analyzing historical data
Delegates all technical functions related to the management of personal property inventories
Supports the Department of Logistics for oversight of internal control processes and systems
Assists in developing a budget for the Division
Plans annual improvement projects
Provides information and advice to management on matters such as labor and materials cost estimates, changes in technology, and provisions of various standards, codes and laws
Coordinates work operations with other Managers and Supervisors within Logistics and other departments
Promotes and administers a variety of management programs and supervises programs within the division
Serves as a management representative at hearings, meetings and negotiations
Handles confidential information, exercises initiative and judgment, and makes decisions within the scope of assigned authority

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of supply rules and regulations to provide authoritative interpretations and guidance to Departments and Directorates. Knowledge of the management of property management functions for Logistics programs for nonexpendable equipment to ensure that associated programs run effectively. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of technical programs. Skill in conducting studies and analyzing findings and making recommendations in substantive operating programs. The ability to effectively communicate both orally and in writing with professional, administrative and technical personnel at all levels, both formal and informal, groups and individuals. Ability to project trends and assess Division needs. Ability to analyze past activities for equipment, budget and personnel costs. Knowledge of supervisory and managerial skills and the ability to plan and direct work.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or successful completion of 3 full years of progressively higher level graduate education leading to such a degree or a LL.M. if related to the work of this position.
