This position is located in the Pharmacy Department located at the James A. Lovell Federal Health Care Center (FHCC) in North Chicago Illinois. The FHCC Inventory Management Specialist reports to the Supervisory Pharmacy Procurement Manager and carries out the full range of technical support functions.

Duties

The FHCC Inventory Management Specialist reports to the Supervisory Pharmacy Procurement Manager and carries out the full range of technical support functions. These include but are not limited to; responsibility for the acquisition/requisition support, inventory I management, budget management, property management, approving official, emergency cache management and recalls for the Pharmacy Division. The Pharmacy drug and supply budget covers medications, solutions, reagents, and supplies. A majority of pharmacy drug budget is ordered through a prime vendor. In addition to prime vendor orders, medications and supplies are ordered directly from manufacturers. Furthermore, requires application of a large body of technical knowledge in forecasting short and long-range inventory needs under constantly changing, technological and programs requirements. Major Duties: -Responsible for planning, organizing, evaluating and directing of the overall inventory management of medical, surgical, technical, and administrative supplies, as well as being responsible for the coordinating of procurement and the reconciliation of all micro-purchases. These duties require daily maintenance of accounts and close coordination with the business office. Incumbent serves as the main point of contact in establishing prime vendor programs and coordinates Pharmacy Department efforts. This action includes the inventorying, order placement, and receipt/verification of products obtained. - Has delegated Contracting Officers responsibilities that encompass purchase card micro purchases not to exceed $10,000.00 and prime vendor procurements in accordance with established contracts. - Responsible for initiating requests, market research to obtain necessary information required for approval, and procurement at the small procurement or contract service center. Individual must maintain a cooperative working relationship with the VA Great Lakes Acquisition Center (GLAC). - Maintenance and adherence to a drug and supply inventory system to ensure that the inpatient and outpatient pharmacies maintain adequate functions. Maintaining appropriate inventory levels has a significant impact on the ability of the department to manage funding resources that have been provided for procurement of pharmaceuticals. -Uses judgement in selecting supply sources from established lists utilizing procurement card and the FHCC policies and procedures. Actively supports the facility's socio-economic program by pursuing business with companies within the targeted categories. The incumbent is expected to use judgement and initiative in resolving aspects of the work not fully covered by instructions. The incumbent refers situations that require significant deviations to the supervisor or pharmacy leadership for guidance and resolution. -Will be required to follow-up on delinquent deliveries, addresses all overages, shortages, damages, performance, and reconciliation processes. Incumbent is the point person for all FDA Drug Recalls. Serves as a resource regarding drug contract, source, and availability information for pharmacy staff, Pharmacy & Therapeutics Committee and pharmaceutical representatives. - Assures procurement actions are executed in accordance with Federal Acquisition Regulations (FAR) and VA Acquisition Regulations (VAAR), and any applicable DoD regulations or requirements. - Responsible for requisitioning items through Servmart, GSA, SLA, or excess programs from other government agencies. Incumbent will coordinate/finalize any shipping discrepancy or Quality Improvement Reports (QIR) that may be required. - Orients service employees, visitors, volunteers and students to supply procedures and drug control. Independently assures that VA national procurement contracts are followed, coordinating vendor changes with other pharmacy staff. - Serves as the Emergency Cache Manager for both the VA and DoD emergency caches on East and West campuses including point person as contact, rotation of stock, room temperature/humidity monitoring, review of the security of the space, updates to policy when appropriate and communication with emergency service personnel. - Serves as the Pharmacy Recall Supply Coordinator in conjunction with the Pharmacoeconomic Pharmacist which includes coordination of communication regarding purchase history, affected stock, patient lists, patient , notification, provider/leadership notification, replacement of product and reporting of this information to close out recalls. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: One (1) or more years of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, this experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience typically includes, but is not limited to: understanding of supply principles, planning, and inventory and accounting methods. Knowledge of technical characteristics and uses of medical and non-medical devices. Knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases. Comprehensive knowledge of the GIP or similar EX inventory management system and the ability to use various computer database applications and office software programs for various communications, functions and reports. Identifying and rectifying inventory management issues. Practical knowledge of fiscal management requirements, budget execution, and reconciliation procedures. OR Education GS-9: A masters or equivalent graduate degree or successful completion of two (2) full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., if related, obtained in an accredited college or university. Physical Requirements: The work requires moderate standing, walking, bending, lifting, pushing and carrying of assorted items. There is a certain mobility factor associated with this position in physically visiting clinic, operative and administrative areas for picking up and delivery of medical/surgical supplies. Due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station. Must maintain applicable training and licensing to operate assigned equipment.
