The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

Major Duties and Responsibilities: Provide oversight and leadership for an integrated team of staff and contractors in the planning, development, and implementation of classification and prepublication (prepub) programs, policies, and procedures that result in the effective sharing and safeguarding of national security information across the Government while protecting intelligence and law enforcement sources and methods, operational and defense equities, and the privacy and civil liberties of U.S. persons. Provide oversight and leadership to ensure the maximum exchange of information throughout the IC and to non-traditional customers by balancing the responsibility-to-provide principle with the need-to-know standard as defined by existing policies, laws, and regulations. Supervise CMPG staff providing oversight, direction, guidance and support to facilitate efficient CMPG activities and achieve program success; assess staff performance, collaborate and establish goal setting, and provide feedback on personal development. Possess and maintain subject matter expertise in classification and prepub. Conduct both complex and simple classification and prepub reviews (as well as Quality Assurance/Quality Checks of employees' work), often with short deadlines for the DNI and other senior leadership, and balance competing priorities to meet mission to determine proper classification and feasibility of public release. Oversee and lead an evaluation of the potential impact of obstacles to safeguarding classified national security information within ODNI and across the IC, and work with policy analysts and IC partners to develop and implement policy and process improvements. Lead the planning, identification, and development of effective solutions to classification management issues experienced throughout the IC and U.S. Government. Lead efforts to develop and deliver training courses and/or training materials for classification management and prepub review programs for ODNI. May be tasked to provide inputs on training content for IC-level materials. Guide contractor personnel supporting the CMPG mission. Plan, prepare, and present senior-level briefings. Analyze ODNI and IC information with impeccable attention to detail in advance of public release, managing multiple efforts and deadlines, simultaneously. Assign, monitor, and track progress of significant projects, anticipate and address possible impediments to achieving objectives, and ensure that timelines are met. Interpret and apply statutes, orders, and regulations governing Federal and agency information and data, and provide guidance to audiences or customers of varying levels of expertise. Coordinate with ODNI staff and relevant subject matter experts to provide valuable and timely guidance. Review materials submitted to ensure accuracy and consistency, and resolve any discrepancies. Establish and maintain relationships with ODNI components, IC elements, and other relevant partners.

Qualifications

Mandatory Requirements: Bachelor's degree in one of the following fields or related studies: Business Administration; U.S. History; Information and/or Knowledge Management; International Affairs/Relations; Law; Management Information Systems; Paralegal Studies; Political Science; or Security/Intelligence Studies. Expert knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing classification of National Security information. Expert knowledge of E.O. 13526, classification policies, procedures, and technologies, as well as expert knowledge of how to develop and facilitate the implementation of those mechanisms obtained in other IC agencies. Adaptability: Superior ability to seamlessly adjust to constantly-shifting priorities and unexpected situations, juggle competing priorities, and seek out-through a collaborative process-innovative solutions in response to frequently changing circumstances. Business Acumen: Knowledge and full understanding of English grammar, spelling, punctuation, plain language principles, and executive-level correspondence. Coalition Building: Possess strong interpersonal skills and the ability to build and sustain professional networks across organizational boundaries to exert influence. Critical Thinking: Strong analytical and critical thinking skills, including the ability to logically analyze, synthesize, judge information, think strategically, and identify needs, requirements, and develop recommendations. Superb Communicator: Superior communication, writing, and technical editing skills, with demonstrated success producing material that are clear and concise for senior executives. Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization or sixteen or more years of experience in technical collection, collection system development, requirements policy development and requirements management. Superior ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government. Desired Requirements: Expert knowledge of the IC Markings System Register and Manual, E.O. 13556, Controlled Unclassified Information, and other rules, directives, and Federal regulations relating to the classification of National Security Information. Detailed knowledge of the oversight roles, and working with the National Archives and Records Administration/Information Security Oversight Office, and the National Security Council, over IC classification activities. Superior ability to identify emerging classification and prepub trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs. Superior ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving classification and prepub activities across the U.S. Government. Superior ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Superior ability in developing effective professional relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust. Superior-level interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively at the highest levels within an inter-agency environment on complex issues requiring sensitive negotiations and consensus-building. Superior ability to objectively evaluate U.S. Government and inter-agency classification and prepub policies and plans, taking into account a diverse and complex range of considerations in performing the evaluations. Superior ability to balance responsibilities among competing priorities; including the ability to manage transitions effectively from task to task, and proven adaptability to changing mission needs. Superior ability to effectively diagnose, isolate, and expediently resolve complex problems pertaining to classification and prepub. Experience: At least five years of experience leading or substantively supporting strategic planning, managing, and directing the successful efforts of a government or private organization in the area of classification or prepub review. Prior experience serving as a supervisor. Prior experience serving as a government task manager for contractors. Prior experience making classification and prepub determinations and successfully adjudicating classification equities from multiple agencies. Superior ability to balance responsibilities among competing priorities; including the ability to manage transitions effectively from task to task, and proven adaptability to changing mission needs. Expert knowledge of ICD 710, Classification Management and Control Markings System; ODNI Instruction 80.04, ODNI Pre-Publication Review of Information to Be Publicly Released; and ODNI Instruction 80.12, Classification and Marking of Office of Director of National Intelligence Information. Experience working with or in other IC agencies' information management programs. Knowledge of the ODNI and IC mission, organization, roles, and responsibilities. Understanding of information management technology, such as database management, website development, digital marketing, project management, and cybersecurity skills. A Juris Doctorate or an advanced degree in U.S. or world history or the history of U.S. foreign relations.
