This position is located within U.S. Department of Treasury, Departmental Offices, Office of the Deputy Secretary, Office of Recovery Programs (ORP). The purpose of this position is to serve as a Senior Advisor to either to the Chief Recovery Officer (CRO), Chief Program Officer (CPO), Chief Compliance or Finance Officer (CCFO), or equivalent Senior Executive Service (SES) member within the Office of Recovery Programs (ORP).
Duties
As a Senior Advisor, you will:
- Serve as a key advisor on mission-critical initiatives, policies and issues affecting ORP programs and offices. Identify concerns and makes substantive recommendations and/or develops strategies to improve programs and operation.
- Assess policy implications of proposals and presents findings through written documents and oral communications. Review and evaluate legislative proposals for conformance with Treasury Department policy.
- Study, analyze, and make recommendations on the impact of such proposals on existing legislation and regulations. Assures that the CRO, CPO, CCFO or SES equivalent.
- Coordinate and consult with senior management officials of the Department, other agencies, and external stakeholders as appropriate, regarding major initiatives, actions accomplished, milestones.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
- Experience providing analysis and recommendations to senior executive office leaders on economic development policy matters for small businesses; AND
- Experience providing acquisition planning, as well as budget formulation and execution recommendations to support departmental priorities for senior executive leaders; AND
- Experience making recommendations to senior executive leaders in a higher headquarters department (Secretary, Deputy Secretary, Under Secretary, or Assistant Secretary) or executive office regarding grants program administration policy; AND
- Experience as a strategic advisor on internal control procedures and cooperative agreements for a senior-level executive office.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
