Duties
If selected for this position, you will join a well-respected team that is responsible for providing substantive legal support to the U.S. Attorney's Office, District of Utah. Typical work assignments will include supervising a diverse workforce comprised of an administrative services specialist, administrative services assistant, information receptionist, budget officer, budget analyst and oversees the Pathway student trainee program.
Specific duties will include:
Oversees the contracting and acquisition management duties. Incumbent will be delegated procurement authority to act as a "Contracting Officer" on behalf of the United States Attorney's Office within delegated procurement guidelines as the Contract Specialist.
Responsible for supervision of subordinate staff duties by directing the daily workflow and establishes priorities and work assignments for subordinate personnel; reviews, accepts, modifies, or rejects the work performed; provides policy and regulatory interpretations/guidance, advice, coaching, recommends and/or takes appropriate personnel action(s).
Conduct management analysis with in-depth studies and analysis of all office administrative support service functions and their interrelationships in an effort to evaluate their effectiveness as they apply to procedures, methods, efficiency of operating personnel, and adherence to applicable regulations and policies.
Space and Facilities Utilizes existing space to the optimum and plans for additional space when needed. Inspects, analyzes, and provides justification for, plans, and supervises all phases of facility office requirements.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-13:
To be eligible at the GS-13 level, you must meet one full year of specialized experience at the GS-12 level in the Federal service performing the following types of duties: ensuring procedures are followed in initiating all procurement actions and that funds have been certified as available and that all required approvals, both internal and external, have been obtained and documented. Supervise, train, and mentor employees engaged in the district's acquisition, contracting, procurement (government purchase card), and purchase programs. Supervise daily workflow duties of department; develops annual performance standards and appraises employees; assesses and identifies employee training and developmental needs. In addition, develop and administer the supply budget for the office and interact with budget staff regarding contract funding matters on a frequent basis. Acts as liaison with the Executive Office for the United States Attorneys (EOUSA) and General Services Administration (GSA) on space needs for the District, including the branch and courthouse offices.
