This position is located in the Office of Human Resources Management, Executive Resources Management Division. The Administrative Management Specialist is responsible for a wide variety of assignments associated with administrative operations of Executive Resources Management Division.

Duties

Provides analytical and administrative support for a variety of program initiatives and security operations. Supports projects to meet the strategic goals of HR operations at USDA. Assesses a variety of requests and researches and responds to inquiries and issues. Plans, schedules, and conducts evaluations of HR operations, procedures, and organizational, structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations. Provides recommendations to senior management including ways to enhance productivity and improve service to those participating in programs. Develops methods for coordinating the complex administrative work of an organization with complicated administrative controls. Provides recommendations to senior management for improvements, such as enhancing productivity or improving customer service. Participates in meetings and workgroups to complete projects, develop and implement program initiatives, procedures, and related operational and customer needs. Serves as a liaison to effectively communicate specific needs and requests. Drafts responses, requiring skill in researching topics, compiling information, and formulating responses that are technically accurate and arranged in a logical order. The above listed duties are described at the full performance level (FPL) GS-9 level; the GS-7 level is developmental leading to such performance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time in grade, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-07 A. One year of specialized experience at or equivalent to the GS-05, or its non-Federal equivalent that included(1) Providing administrative support to staff;(2) Preparing, reviewing, or managing correspondence; and (3) Communicating with customers and internal staff. OR B. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies (Must submit transcripts). OR. C. Completion of one full year of graduate level education in an accredited or pre-accredited college or university. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Ethics, Government, Law, Business Administration, Public Policy, etc. The education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts). OR D. A combination of education and experience as described above. (Must Submit Transcripts) GS:09 A. One year of specialized experience at or equivalent to the GS-07, or its non-Federal equivalent that included (1) Providing analytical and administrative support to staff; (2) Preparing, reviewing, or managing correspondence; and (3) Communicating with customers and internal staff by developing methods for coordinating complex administrative concerns. OR B. Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Ethics, Government, Law, Business Administration, Public Policy, etc. (Must submit transcripts). OR C. Combination of education and experience as described above. (Must submit transcripts). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Graduate education may be substituted for experience as described above.
