This position will support the Federal Government's response efforts to COVID-19. The purpose of this position is to service as a Human Resources Specialist (Trainee) providing a variety of human resources services in the area of position recruitment and placement. Advising management in identifying, attracting and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. This position reports to the Supervisory Human Resources Specialist.

Duties

Provides assistance to managers and applicants by providing information regarding the agency Merit Promotion program (MPP) and Excepted Service Examining Plan (ESEP). Provides guideline interpretation and assistance and determines the degree of compliance with regulations and other employment program requirements. Provides external placement and recruitment duties for Albuquerque Area IHS making use of multiple recruiting strategies including special appointment authorities. Participates in recruitment and staffing functions as trainee, including preparing vacancy announcements, determining qualifications of applicants, developing certificates, making employment offers, determining pay, and processing personnel actions. Processes a limited range of personnel/pay actions.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S):In addition to the Basic Requirements, you must also meet the Minimum Qualification stated below. Applicants must meet the qualification requirements in the OPM standards. For this position, they are listed below. GS-5: Two (2) years of generalize experience and one (1) year of work of the equivalent to at least GS-4 level OR completion of four (4) year course of study in any field leading to a bachelor's degree in accredited college or university. GS-7: One (1) year of specialized experience related to the work of the position and equivalent to at least GS-5 level OR completed a bachelor's degree with superior academic achievement OR one (1) of graduate level education OR completing master's or equivalent graduate degree.In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-5: One (1) year of general experience related to the work equivalent to at least GS-4 level in the Federal Service that demonstrates ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. GS-7: One (1) year of specialized experience related to the work of the position and equivalent to at least GS-5 level in the Federal Service that includes: Receives requests for personnel actions from management to process, track, & make final appointments by utilizing HR employment systems, before and after the hiring process. Prepares vacancy announcements in entirety, including all mandatory information and instructions. Assists applicants or employees with on-line or automated application or other HR systems including troubleshooting those systems. Assures the accuracy and proper contents of a staffing folder. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education
