The position is located in the Bureau of Educational and Cultural Affairs, Office of Policy in the Monitoring Evaluation Learning and Innovation Unit (ECA/P/MELI). The position serves as the MELI Chief, responsible for the overall management of the Unit in providing vision and direction to staff, consulting regularly with the Deputy Assistant Secretary (DAS) for Policy and Front Office in coordinating MELI initiatives and policy, and providing advice and guidance to senior leadership.
Duties
Manages the MELI Unit and directly supervises staff, who are technical specialists in the field of monitoring and evaluation and innovation, to accomplish the Unit’s mission.
Serves as a co-lead of ECA’s strategic planning process, which includes overseeing the creation of the Functional Bureau Strategy (FBS) and related documents.
Oversees and maintains the continuing implementation of the MODE Framework performance monitoring system.
Leads briefings for members of Congress and their staffs on monitoring, evaluation, learning, and innovation-related topics, and manages the preparation of issue papers, talking points, and language for testimony.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS: Have a undergraduate or graduate degree from an accredited college or university in behavioral or social science; or other related disciplines appropriate to this position;
OR
Have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in this field;
OR
Have completed at least 4 years of appropriate experience that demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in this field.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following:
Experience managing and conducting evaluations for international programs which included creation of logic models, development of strategic goals and indicators, design of evaluation methodology, conduct of qualitative and quantitative research, and writing and editing of interim and final evaluation reports.
Experience managing and conducting performance measurement for international programs which included management and/or development of data collection and analysis systems for program surveying.
Experience providing advice and guidance on evaluation policy and issues to senior leadership and program managers, enabling the consideration of new ideas and divergent points of view.
Experience working and interacting with non-specialist and specialist clients, colleagues and evaluation community members on evaluation and performance measurement, research models, communication and use of evaluation results, as well as experience discussing and presenting evaluation policy and reports to wide-ranging audiences.
Experience monitoring contract deliverables and performance.
