This position is part of the Council of the Inspectors General on Integrity and Efficiency. The incumbent will be responsible for the full range of centralized services or supplies, pre-award and post-award functions, price/cost analysis, negotiation, administration, and termination using a variety of acquisition methods and vehicles.

Duties

Manages complex requirements that require extensive negotiations involving cost or pricing data and/or unusual contract terns needed to support the contracting issues and determines recommended course of action. Procurement actions often involve contracts that may be multi-million dollars in scope and often generate intense Congressional interest. Performs procurement planning. Identifies systems, components, equipments, and services to be acquired by contract. Develops procurement objectives in terms of completion and price range constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules. Serves as a technical advisor initiating, developing, and recommending contractual related policies, procedures, guidance, and control. Completes analysis and evaluation of contracting policies and practices, and the initiation, development, and recommendation of contracting policies, procedures, and guidance. Conducts activities in performing market research, reviewing specifications and statements of work, and approving acquisition milestone plans. Performs a complete review of recommended sole-source requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisitions.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: Having and maintaining a current FAC-C Level II/FAC-C (Professional) at time of appointment. You must submit documentation in order to be considered for this position. Basic Requirements for Contract Specialist (GS-05 through GS-12) A. 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate Education To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. GS-12 applicants who are qualifying based on experience must possess at least one year of experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. 1. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through the grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the basic requirements above you must meet the following requirements. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by the close of the announcement: Specialized Experience: Must have at least (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is defined as: Acquired and administered contracts for a wide range of extensive or unique services, supplied and equipment through the knowledge of Federal contracting laws, policies, regulations and procedures; Completed various types of contracts, including but not limited to: fixed price, indefinite delivery, indefinite quantity, cost reimbursement, and special purpose; Performed a full range of strategic, analytical, and technical procurement assignments through the knowledge of cost/price analysis and cost accounting standards. Resume must also show a proficiency in Federal Acquisitions Regulations (FAR) and statues, principles of contract law, contract formation, acquisitions and funding strategies, appropriated funds procedures, appropriations law, government contract administration, Contracting Officer Technical Representative (COTR) responsibilities, FAR, DFARS, market research, and source selection process. There is no substitution of education for experience at the grade level of this announcement. New Federal Acquisition Certificate in Contracting (FAC-C) (Professional). The new model took effect on February 1, 2023. For the common CL period of 05/01/2022-04/30/2024, continuous learning requirements for FAC-C (Professional) are 80 hours. Effective May 1, 2024, (the start of the next common period) the continuous learning hours required to maintain the FAC-C (Professional) will increase to 100 hours for every two-year common period. For more information visit: FAI.GOV TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 C.F.R. 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
