The primary purpose of this position is to serve as a Production Management Specialist, by conducting special projects and analytical studies relating to depot maintenance production operations, processes, and methods. Provides guidance to planners in order to establish the best, most efficient plans and program strategies in support of the group.

Duties

1. Develops yearly manpower budget and corresponding hiring plans. 2. Designs, plans, reviews, and implements changes to organization and resource controls/ programs, and or/ benchmarking studies of complex, interrelated substantive work process or functions. 3. Designs, plans, and conducts management surveys and research projects, and provides advisory services of a wide variety of substantive issues and extensive scope, complexity, and impact throughout a complex organization with interrelated processes and functions. 4: Participates in briefings, meetings, committees, boards, etc. Establishes and serves as chairman of preplanning teams, which consists of representatives from Shop, Engineering, Inspection and Quality activities. 5: Works to achieve and support quality imporvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes serving as a Production Management Specialist, by conducting special projects and analytical studies relating to depot maintenance production operations, processes, and methods; roviding guidance to Planners in order to establish the best, most efficient plans and program strategies in support of the Group. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-???????12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identity changes and trends to accomplish budget and day to day cost analysis. 2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations. 3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 4. Ability to devise organizational structuring options for complex, diverse organizations. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to access or locate information through the use of personal computer and software programs. 7. Ability to determine need for, develop, and conduct classroom training and instruction. 8. Ability to apply leave, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. WORK ENVIRONMENT: Most work is performed in a properly heated and ventaliated, air conditioned, and well-lighted office setting.
