The primary purpose of this position, MANAGEMENT ANALYST GS-0343-07 Target 09, is to serve as the assistant/alternate QIMSS (Quality Information Management Standard System) Manager and as a QDR (Quality Deficiency Report) Management Analyst, performing various quality/QDR data and analyst duties.

Duties

Serve as the assistant/alternate to the Division Manager for the QIMSS (Quality Information Management Standard System). Serve as a management analyst performing QDRs (Quality Deficiency Report) processing. Advise division manager of adverse trend, problem, and deficiency related to QIMSS. Interpret, evaluate, determine adequacy, recommend revision to, and assure compliance with higher-level policy, procedure, and directive with coordination of the QIMSS manager. Participate in conference and meetings to evaluate and assist in the establishment of policy and procedure to resolve complex issue.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (GS-07 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-05), or equivalent in other pay systems. Examples of specialized experience includes: analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Examples of specialized experience includes: evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation; and researching and investigating new or improved business and management practices for application to agency programs or operations. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of depot maintenance and modifications programs, policy, procedures, directives, operating instructions, technical data, and file maintenance requirements. Knowledge of computers, computer systems/software, databases, and statistical techniques with the ability to collect, compile, and analyze data and information from prescribed sources. Knowledge of industrial work processes to include aircraft system/component production, repair, overhaul, and modification. Skill in planning, implementing, evaluating, and analyzing customer support as it relates to project and/or process improvement management principles. Ability to communicate orally and in writing to provide managers, supervisors, and employees program status, requirements, and evaluation/analysis results. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary with some walking, standing, and moderate carrying of items weighing less than 25 pounds without assistance, such as papers, boxes, equipment, files, etc., may be required. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated. Will be exposed to intermittent excessive noise, dust, electrical energy, slippery or uneven walking surfaces. When necessary required to use protective equipment. Works in close proximity to the flight line. Travel to other installations to attend conferences or working groups may be required.
