This position provides technical support for the Division Chief in delivering and sustaining MARAD’s secure communication assets (afloat and ashore) with reliable means of secure communications.  The work of the position involves planning, direction, coordination, and oversight duties to accomplish delivery, accountability and maintenance of critical secure Command, Control, Communications, and Computer Systems (C4S) capabilities.

Qualifications

For the 0391 series, specialized experience that demonstrated experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. To meet the minimum qualifications for this position, you must meet the specialized experience for the grade. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing a communications security program in an organization with widely dispersed assets (ashore and afloat), including managing local element/hand receipt holders, developing, and implementing COMSEC procedures, ensuring adherence to national COMSEC policy, and supporting COMSEC equipment maintenance across a wide range of assets.    Experience preparing written material for internal and external use, maintaining living documents, preparing and presenting briefs, and recommending courses of action for agency decision making. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical - Uses knowledge and experience gained to examine things in detail in order to discover more about them and provide guidance and advice. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Communications Security - Knowledge of the principles, policies, and procedures involved in ensuring the security of communications services and data, and in maintaining the communications environment on which it resides. Security Clearance - Knowledge of the laws, regulations, and guidelines related to securing information, including the requirements for protecting classified information.
