The primary purpose of this position is to provide management support to the Prime Base Engineer Emergency Force (BEEF) Explosive Ordnance Disposal (EOD) Range Operation program to insure contingency, mobility, and war readiness.

Duties

Oversees and evaluates range operations. Provides management of installation operational and test/training ranges. Formulates processes and procedures for efficient and effective management of flight resources and sustains technical requirements. Directs training, safety, and quality assurance programs supporting range operation activities. Coordinates equipment modernization and process improvements

  • Required to obtain and maintain a Secret security clearance.

  • Graduation from the Navy School of Explosive Ordnance Disposal with a 9-Skill Level in AFSC 3E8X1 is highly desirable
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary or permanent duty assignments.
  • Incumbent may be required to be on standby after normal duty hours and work varying hours, rotating shifts, and/or significant overtime, to include weekends and holidays, during exercises, contingencies, and as mission requirements dictate.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position
  • Working knowledge of the automated EOD Information Management System is highly desired.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Continued)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301, Group Coverage Qualification Standard for Administrative and Management. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of mobility and war readiness concepts, methodology, requirements, and operating principles to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; knowledge of the organization, programs, mission, and functions of the installation to plan, schedule, and coordinate range operations activities; knowledge of range operations including EOD methods and procedures, training programs, resources management, safety and security programs, quality assurance methods, and environmental compliance with federal, state, and local programs. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of an Explosive Ordnance Disposal Support Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than one year of specialized experience but at least 2 years of graduate level education with a major or study of subject areas related to the position. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force EOD flight operations with emphasis on range operations program management including explosives/munitions handling and safety, environmental compliance, manpower, and resources management. 2. Knowledge of laws, regulations, directives, policies, procedures, techniques and methods to project, plan, and manage Air Force EOD activities. 3. Skill in planning, organizing, directing, operating, and evaluating EOD and related programs. 4. Ability to plan and organize work, analyze problems, and develop timely and economical solutions autonomously and in a team setting, and maintain good working relations. 5. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts, and manage program activities. 6. Ability to use office automation tools and techniques to track and manipulate data, design and generate reports, briefing materials, and/or comparable documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
