This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Brief and/or counsel Active Duty and retired, accompanied and unaccompanied Military as well as DoD Civilians, and/or Family Members transferring to the installation who seek assistance in locating housing within the local area. Schedule and perform various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral. Review and compile recurring project reports to recommend procedures that increase efficiency and to ensure compliance with laws, regulations, and time standards. Researches, interprets, and analyzes legal and lease transaction documents to ensure compliance. Performs Between Occupancy Maintenance (BOM) inspections of on-post privatized family housing. Works as a member of a team administering management of barracks and dormitories.

Requirements

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualification Requirements: Specialized Experience: One year of specialized experience which includes compiling data for a variety of reports such as; availability of housing, quarterly data on customer service, and Housing Market Analysis & Basic Allowance for Housing (BAH) surveys; AND monitoring and assessing the property management and maintenance operations of an independent property management company and ancillary facilities for appropriate quality and performance levels; AND researching, interpreting, and analyzing legal and lease transaction documents for compliance; AND performing a variety of inspections of rental properties to determine adequacy, habitability and suitability as a listing for referral and/or ensuring compliance with laws, regulations, and time standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Property Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
