WHAT IS THE WAGE AND INVESTMENT DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: WAGE AND INVESTMENT CUSTOMER ASSISTANCE, RELATIONSHIP AND EDUCATION FIELD ASSISTANCE AREA 4 The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans work to be accomplished by subordinates, sets short-term priorities and prepares schedules for the completion of work. Assigns work to subordinates based on priorities, selective consideration of the level of difficulty and requirements of assignment and capabilities of the employee. Adjust staffing levels or work procedures within the organizational unit to accommodate resource allocation decisions made by Management. Deals directly with taxpayers and their representatives as well as with employees of other organizations. Ensures the quality of customer service provided by employees to the customer. Improves work methods and procedures used to produce work. Oversees the development of technical data, estimates, statistics, suggestions and other information useful to Management in determining which goals and objectives to emphasize. Decides the methodologies to be used in achieving work goals and objectives and in determining other management strategies. Evaluates work performance of subordinates and makes recommendations for outstanding performance. Gives advice, counsel or instruction to employees on both work and administrative matters. Interviews candidates for positions in the organizational area and recommends selection, promotion or reassignment to such positions. Hears and resolves complaints from employees, refers group grievances and more serious unresolved complaints to the appropriate management official or organization. Decides and enforces minor disciplinary measures, such as warnings and reprimands, recommends other action in more serious cases. Identifies training and developmental needs of employees, providing or arranging for needed development and/or training. Explore and implement methods of eliminating or reducing significant bottlenecks and barriers to production, team building or improving business practices. Develops or participates in setting performance standards. Approves and disapproves leave and recommends action in unusual cases.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.· Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;.· Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Which of the following is true about your specialized experience? AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
