The open positions are located in the Bureau of Consumer Protection, Division of Privacy and Identity Protection and Midwest Regional Office. The Bureau of Consumer Protection investigates and litigates civil actions to enforce federal consumer protection laws, including unfair and deceptive acts and practices.

Duties

The position is located in the Bureau of Consumer Protection, Division of Privacy & Identity Protection and Midwest Regional Office. The Division of Privacy and Identity Protection oversees issues related to consumer privacy, credit reporting, identity theft, and information security. The Division enforces the statutes and rules within its jurisdiction, engages in outreach and policy development, and educates consumers and businesses about emerging privacy, credit reporting, and information security issues, as well as identity theft prevention and assistance. BCP enforces consumer protection laws through aggressive litigation in a fast-paced environment. The Midwest Regional Office brings a wide range of consumer protection law enforcement actions, including, for example, groundbreaking cases tackling money transfer fraud, aggressive litigation against healthcare fraud, unfair practices in connection with auto sales, and cases to halt illegal robocalls and lead generation. Headquartered in Chicago, this regional office serves the residents of Illinois, Indiana, Iowa, Kansas, Kentucky, Nebraska, North Dakota, Minnesota, Missouri, South Dakota, and Wisconsin. At the full performance level of the Federal Trade Investigator position, the incumbent will perform the following duties:

Requirements

  • U.S. citizenship requirement must be met by the closing date of this vacancy.
  • This position is subject to a background investigation.
  • Males born after December 31, 1959 must register with Selective Service.
  • You may serve a one-year probationary period under this appointment.
  • You must meet time-in-grade requirement by the closing date of this vacancy.
  • You must submit a copy of your performance appraisal with your application.
  • This position is in the bargaining unit .

Qualifications

To qualify for a Federal Trade Investigator at the GS-09 level, you must meet one of the following requirements: You must have completed a completed a Master's or equivalent graduate degree; or have two full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. OR You must have at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing investigative support to Senior Investigators in investigations, including interviewing consumers and business representatives and obtaining their declarations to determine if a business has misrepresented its products or services; reviewing financial records, company records, and consumer complaint data, tracking evidence; conducting legal research, records searches; automated information retrieval and document reviews. OR You must have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. To qualify for a Federal Trade Investigator at the GS-11 level, you must meet the following requirements: You must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting consumer protection investigations with supervision, including interviewing consumers and business representatives and obtaining their declarations to determine if a business has misrepresented its products or services; analyzing financial records, company records, and consumer complaint data; capturing, tracking, and preserving evidence; interviewing witnesses, and writing reports and summaries of investigative work. OR You have a combination of education and experience, which qualify you for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts. All materials must be submitted by the closing date of the announcement. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
