This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Inspects a variety of construction, dredging, rock removal, beach fill and miscellaneous waterways activities.

Duties

Takes constant notes on all important events occurring during shift. Prepares daily report. Promptly reports progress, unusual events, needs for surveys, possible claims against the Government and acts as liaison between the job and district office. Maintains liaison with property owners, and local interests, as required, to avoid undue criticism of contractor's activities. Interprets plans and specifications, investigates construction problems and deficiencies at the site of construction, clarifies doubtful provisions and reports controversial issues. Checks operations for adherence to safety practices. Informing contractor of deficiencies that must be corrected. Ascertains compliance with labor statutes. Inspects a variety of construction, dredging, rock removal, beach fill and miscellaneous waterways activities. Supervises the construction of dike for upland disposal, monitors the dike structure during disposal operation to ensure that the dike is in sound condition in order to prevent dike failures. Attends pre-construction and safety conference with Operations Support Branch and contractor personnel to become familiar with details of work before starting project.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: Basic knowledge of construction and inspection practices, techniques, testing procedures, methods and requirements used to monitor construction projects to successful completion and to inspect materials, workmanship and the construction and installation of various systems necessary to perform duties in an acceptable manner. Ability to communicate both orally and in writing in order to deal effectively with contractor. Education: Must have successfully completed a full four-year course of study leading to a bachelors degree (a) with a major study in engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR Combination of Education and Experience: A combination of specialized experience as described in A, but less than one year; and I have some education leading to a bachelors degree but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-06 Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: Practical knowledge of engineering methods and techniques in order to interpret and read engineering drawings, architectural drawings and specifications; performing construction inspections on variety of dredging, rock removal, beach fill and miscellaneous waterways activities such as wreck removal and the construction of dikes, jetties and groins. Education: Successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as academic program in such as engineering, construction, or industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. OR Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have some graduate level education as described above, but less than the required half year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) GS-07 Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: performing construction inspections on variety of dredging, rock removal, beach fill and miscellaneous waterways activities such as wreck removal and the construction of dikes, jetties and groins; making mathematical computations necessary to compute material quantities and plot cross-sections or perform other field computations; Ability to read and interpret plans and specifications, ability to use testing instruments such as turbidity meter, tide gage, paint thickness meter, level and transit to establish and check elevations. Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, construction or industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. OR Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have some graduate level education as described above, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-08 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: interpreting plans and specifications, investigating construction problems and deficiencies at the site of construction; checking and inspecting stone for proper weight and quality when assigned to construction and/or maintenance of jetties or groins; planning and coordinating the work of others in assuring that construction work is done according to plans and specifications. Education: successfully completed one and a half years (i.e., 27 semester hours) of graduate level education in a field directly related to the work of the position, such as engineering, construction, industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. (Note: You must attach a copy of your transcripts.) OR Combination Education and Experience: Combination of specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes: interpreting plans and specifications, investigating construction problems and deficiencies at the site of construction; Directing establishment of points for commencement and completion of work, project limits, depths, allowable over-depths, widening and side-slope dimensions, boundaries and grades of disposal areas, distribution, and drainage of spoil areas; interpreting plans and specifications, investigating construction problems and deficiencies at the site of construction;

Education: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or with a major study in position such as engineering, construction, or industrial technology. Or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: position such as engineering, construction, industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years.
