About the Position: Serves as a senior Contracting Officer's Representative (COR), within the Norfolk District Operations Branch. This is a developmental position. You may be selected for the GS-11 or GS-12 grade level. Full Performance Level is GS-12. Pay range at the GS-11 level is: $73,572 - $95,641 Pay range at the GS-12 level is: $88,183 - $114,634

Duties

Develop budget estimates, earthwork design, plans and specifications, and perform construction contract administration. Operate as the liaison between the Contracting Officer and project contractors, and assist Contracting and Project Management in the development of project contracts and scopes of work. Manage, plan, schedule, and monitor the field and office construction functions for assigned projects, review and process construction submittals, shop drawings, and safety requirements. Develop designs and costs for construction modifications, and assist the Contracting Officer in the review and determination of contractor proposals. Conduct and/or participate in meetings and conferences related to project activities; perform site showings for senior officials. Maintain a good working relationship with contractor organizations, stakeholders, and customers; lead project meetings.

Requirements

Specialized Experience for the GS-12 level: One year of specialized experience which includes experience with engineering principles, methods, and techniques to plan and/or direct on-site construction control and inspection work; and/or administering various contracting actions occurring concurrently to address concerns or issues between all parties involved; and/or monitoring and scheduling the full range of construction operations within the area of assignment to ensure compliance by all parties involved; and/or providing guidance to customers on the acceptability and applicability of related contractual matters to achieve desired products or services; and/or utilizing negotiation techniques in order to negotiate price, terms and conditions of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
