This position is located in the Department of Homeland Security (DHS), in the Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary for Partnerships. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.

Duties

The Senior Advisor for Partnerships informs, guides, plans, organizes, and develops policies and procedures for DUS/P to facilitate information sharing and to support the collection, analysis, engagement, programmatic support, and emergent event management with state, local, tribal, territorial (SLTT), federal and private sector partners to counter threats facing the Homeland. Specific responsibilities include: Provides guidance and direction in developing operational policies, procedures, and programs for promoting cooperation and coordination among federal agencies and SLTT homeland security entities to effectively communicate and analyze threats to the homeland. Plans, organizes, and guides (DUS/P) 's outreach and engagement priorities and activities of (DUS/P), ensuring that all activities comply with legal and regulatory requirements and meet customer needs. Informs the development of policy changes to respond to levels of appropriations or other legislative changes. Advises on operational change throughout the organization or significant changes to the structure and content of DUS/P programs or program elements. Develops, plans and advises on priorities set by the Secretary of Homeland Security and Director of National Intelligence to support the National Network of Fusion Centers, homeland security stakeholder groups, and private sector partners. Facilitates intelligence information sharing and monitors intelligence gathering activities in a given area of responsibility and evaluates this intelligence information to determine potential or actual threats. Establishes methodologies to solve analytical problems when raw and finished intelligence data contain information gaps and are difficult to validate. Oversees the planning and development of SLTT Federal, and private sector intelligence platforms for risk-based, information-driven decision-making by SLTT and Federal homeland security and law enforcement officials and promotes the National Network of Fusion Centers as the primary focal point for integrating homeland security information.

  • You must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance.
  • You must submit to a drug test and receive a negative test result prior to appointment to this position.
  • Selectee may be required to serve a one-year probationary period.
  • Selectee may be required to serve a one-year supervisory probationary period.
  • Selectee will be required to complete an OGE 278, Executive Personnel Financial Disclosure form.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Technical Qualifications (TQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-14/15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position. All applicants must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system. You must address each TQ separately, and you should not exceed two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible'. Technical Qualifications (TQs) (Mandatory): TQ 1: Demonstrated knowledge of the Federal Intelligence Community and DHS Intelligence Enterprise; and direct experience managing the intelligence cycle and sharing information and intelligence across state, local, tribal, territorial (SLTT), federal, and private sector partners, including law enforcement, homeland security communities, and the National Network of Fusion Centers. TQ 2: Demonstrated experience leading an organization with diverse missions focused on sharing intelligence information to support state, local, tribal, and territorial (SLTT), Federal, private sector, and/or international partners and leading the execution of intelligence, law enforcement operations and related activities. TQ 3: Demonstrated experience and expertise in maintaining relationships with national-level state, local, tribal, and territorial law enforcement and homeland security organizations, including keeping communications routine, building longstanding rapport and trust, and representing stakeholder equities to Federal and private sector partners. You must submit THREE written TQ narrative statements that clearly and concisely document specialized experience. Note: Responses to TQs must not exceed 2 pages per TQ, for a total of 6 pages. Do not enter "Refer to Resume" to explain your answer. Applications directing the reader to search within the application or to "See Resume" are considered incomplete and WILL NOT BE CONSIDERED. Failure to submit a narrative statement or address any of the TQ is also considered incomplete and WILL NOT BE CONSIDERED. As a result, you will be rated as "INCOMPLETE."
