Duties
We are seeking a dynamic, dedicated, and talented individual to be the Contract Specialist for OIG's Management and Planning Division (M&P). M&P provides expert consultative advice to the Inspector General and senior OIG leadership on administrative and fiscal policy, and provides direct administrative services in support of the important work performed by the OIG's nationwide workforce. This position is located in M&P's Office of Administrative Services (OAS), which provides direction and support to the varied responsibilities in the OAS portfolio including facilities management and building services, contracting and procurement, property management, voice telecommunications, transportation and parking, logistics, occupational safety programs, mail, printing, and audio visual and publications support.
If selected for this position, you will join a well-respected team that is responsible for providing critical administrative and technical services in support of the OIG's core oversight mission. Typical work assignments include:
Advises requesting offices on controversial contractual positions about which there are conflicting options or interest.
Determines the type of contract, milestones, and acquisition plans. Identifies appropriate contract type, including small business requirements.
Analyzes bids/ proposals to determine the responsiveness of bids and determines the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey.
Monitors and independently reviews contractor performance through site visits, correspondence, and telephone conversations for terms of the contract and applicable contract clauses, e.g., small business, patent rights, labor laws, and progress reports.
Reviews contract files for appropriate contract type, pricing provisions, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms, propriety of cited funds, and need for issuance of un-priced contractual documents.
Contracting Policy Research, Analysis, and Interpretation Reviews and analyzes a variety of contracting policy issues and problems and identifies alternative courses of action.
Analyzes bids/ proposals to determine the responsiveness of bids and determines the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey .Awards or recommends award of the contract.
Requirements

Qualifications
DIRECT HIRE AUTHORITY: This position is being filled using 5 U.S.C., Section 3304 and 5 CFR Part 337, Subpart B, which is the OPM approved government-wide direct-hire authority.
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
Basic Requirement:
A) Possess a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. (Note: Unofficial or Official Transcripts must be submitted at the time of application.)
or
B) Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: Unofficial or Official Transcripts must be submitted at the time of application.)
Note: For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
1.Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Specialized Experience GS-11: In addition to the basic requirement, to qualify for this position at the GS- 11 grade level, you must have one year of specialized experience equivalent to the GS-9 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Providing technical advice on procurement policies and procedures.
Supporting in conducting negotiations of contract terms and pricing.
Monitoring and reviewing contract performance using various measures such as, site visits, and telephone correspondence.
Providing compliance review of contracting actions and investigates complaints and provides findings in writing.
OR
To substitute education for specialized experience, completion of 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Specialized Experience GS-12: In addition to the basic requirement, to qualify for this position at the GS-12 grade level, you must have one year of specialized experience equivalent to the GS-11 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Providing technical advice and guidance on new or revised procurement policies and procedures
Planning and coordinating contract administration activities for long-term, extensive technical service contracts and/or cost type contracts.
Conducting reviews of highly specialized contracts and contracting plans.
Reviewing and analyzing a variety of contracting policy issues and recommends alternative courses of action.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent) by the closing date of this announcement.
